Özet
Ülkeler için bir mecburiyet olan savunma altyapıları ve bu altyapıya yapılan harcamalar tarih boyunca gerek ülke bütçesi gerekse ulusal güvenlik anlamında büyük önem arz etmektedir. Dolayısıyla ülkelerin, savunma harcamalarını gerçekleştirmek için ülke bütçesinin belirli bir kısmını bu kaleme ayırmaları gerekmektedir. Ülke bütçesi içerisinden karşılanan savunma harcamalarının fırsat maliyeti de tarih boyunca tartışma konusu olmuştur. Aynı zamanda Ar-Ge çalışmaları sonucunda ortaya çıkan yenilikler de dünyanın her alanında büyük katkılara yol açtığı gibi savunma alanında da tarih boyunca ciddi gelişmelere yol açmıştır. Bununla birlikte üretimde olduğu gibi savunma sanayisi için de bir mecburiyet olan Ar-Ge'nin savunmaya ayrılan bütçenin içerisinde de ayrıca bir başlığa sahip olması sadece üretim üzerinden büyüme ile olan ilişkisi değil aynı zamanda savunma alanında yer bulan Ar-Ge çalışmaları üzerinden de büyüme ile bir ilişkisinin olması sonucu çalışmaya Ar-Ge harcamaları da dahil edilmiştir. Bu üç değişkenin birbiri ile olan ilişkisi de çalışmaya değer görülmüş, buna ek olarak değişkenlerin birbiri ile olan ilişkisinin Türkiye'deki boyutuna da yer verilmiştir. Bu çalışmanın amacı da Türkiye'de savunma harcamaları, ekonomik büyüme ve Ar-Ge harcamaları arasındaki ilişkiyi incelemektir. Çalışmada 1990-2020 yılları arasında Türkiye'deki savunma harcamaları, ekonomik büyüme ve Ar-Ge ile arasındaki ilişkiyi Granger nedensellik, varyans ayrıştırma, etki-tepki ve koentegrasyon analizleri ile test etmektedir. Çalışma sonuçları göstermektedir ki, Türkiye'de savunma harcamaları, ekonomik büyüme ve Ar-Ge harcamaları arasında uzun dönemli bir ilişkinin olduğu, fakat granger nedensellik testi sonuçlarına göre savunma harcamaları, GSYİH ve Ar-Ge'den oluşan üç değişkenin de birbirinin nedeni olmadıkları sonucuna ulaşılmıştır.

Defense infrastructures which are an obligation for countries and the expenditures made on this infrastructure have been of great importance in terms of both the country's budget and national security throughout history. Therefore, countries are required to allocate a certain part of the country's budget to this item in order to realize their defense expenditures. The opportunity cost of defense expenditures, which are covered by the country's budget, has also been the subject of discussion throughout history. At the same time, innovations that emerged as a result of R&D studies have made great contributions in all areas of the world but also have led to serious developments in the field of defense throughout history. Moreover R&D, which is an obligation for the defense industry as well as in production, has a relationship with growth not only through production, but also through R&D studies in the field of defense because of R&D has a separate title in the budget allocated to defense. Therefore, R&D was also included in the study. The relationship of these three variables with each other was deemed worthy of study, in addition to this, the dimension of the relationship between the variables in Turkey is also included. The aim of this study is to examine the relationship between defense expenditures, economic growth and R&D expenditures in Turkey. The study tests the relationship between defense expenditures, economic growth and R&D in Turkey between 1990 and 2020 with Granger causality, variance decomposition, impulse-response and cointegration analyses. The results of the study show that there is a long-term relationship between defense expenditures, economic growth and R&D expenditures in Turkey, but according to the causality test results the three variables consisting of defense expenditures, GDP and R&D are not the cause of each other concluded.
