Özet
ABSTRACT In this decade today's Construction Industry has been services on the basis of large profits projects as the other organisations. Continuously without using money, time and other resources having a high quality production is one of the very important conditions. In the construction sector, the companies for competitive activities during the toward to end to be controlled. During this realisation, organisations has to fallow closely new technological development and up to date management technique. Finally in the short duration, companies can gain very effective target. So, on the planing and programming the target base is rarely recourses can be used as utilized on the desired period of time, and cost also desired quality of production to be realised. For the realisation of the project can be done with a right decision on the right time. Planing on this subject is very important concept, that we are facing it. Short way to understand the planing means that what can be done to make the decision. Programming means that, when can be done to make the decision, control means, project demonstration under the control, fallowing for the programme. If there is necessity to bring up to date. Information plays a key role in construction project management. For a construction project management, data from past projects stored in a historical data base as well as data from the project at hand must be ready available. Data are essential and valuable for project planing. Information data is important recourses for the planing and constructing the project, reporting and decision functions. All of these duties has active information management that can not be separate successful project management system. Companies connection of the information system problems become a far from consideration. After all these it seemed many problems increased. Companies more involved with the construction problems because of the competitive business. On these works to be pointed out during the construction of touristic establishment site information systems. On these systems to controlling and planing the projects on the site with these systems. Preparing a control plan and showing one of the example on this work.

BÖLÜM 1. GİRİŞ Sanayi devriminden günümüze kadar, insan nüfusu ve buna bağlı olarak üretim faaliyetleri hızla artmıştır. Bu nedenle inşaat sektöründe de giderek karmaşık ve büyük boyutlu projeler gündeme gelmiştir. Bu projelerde süre, maliyet ve kalite kavramlarının proje değerlendirilmesinde göz önünde bulundurulması gereği doğurmuştur. Zaman ve paranın en iyi şekilde değerlendirilmesi ve kıt olan kaynakların en rasyonel şekilde kullanılmasının sağlanması amacıyla projenin girişim aşamasından gerçekleştirme aşamasına kadar olan sürenin en iyi şekilde kullanılması gerekmektedir. Bu süreçte proje yönetimi kavramı doğmuştur. Proje yönetim aşamaları proje planlama programlama ve denetimi, bilgisayar destekli sistemlerinde geliştirilmesiyle, uzmanlık gerektiren alanlar haline gelmiştir. Doğru kararlar doğru zamanlama ile alındığı sürece anlam taşırlar. Kararları zamanında alabilmenin yolu gerekli enformasyona ulaşabilmekten geçer. Üretimi zamanında gerçekleştirebilmenin yolu ise üretim girdilerini istenen zamanda, istenen yerde, istenen miktarda hazır bulundurabilmeyi sağlayacak, talimat veri ve bilgi iletimini olanaklı hale getiren bir enformasyon akışı temin edebilmekten geçer. (Kanoğlu, 1995) Burada önümüze çıkan en önemli kavram planlama kavramıdır. Planlama belli bir amacı gerçekleştirmek, kısaca ne yapılacağına karar vermek için tutulması gereken yolun ve alınması gereken önlemlerin önceden saptanması olarak tanımlanır. Eylemlerin ne zaman yapılacağını belirler. Kontrol aşamasında ise, projenin programa göre yürütülmesi denetim altında tutularak projenin ilerlemesi izlenir. Gerekirse programda bazı güncelleştirmeler yapılır. Uygulanabilir gerçekçi bir program isteniyorsa, projenin gerçekleştirilmesinde gereksinilen temel unsurlar olan süre, maliyet ve kaynaklar bir bütün halinde ele alınmalıdır. Çünkü bu üç öğe, yapı üretimindeki ve diğer tüm üretimlerdeki temel unsurlar olup birbirleriyle sıkı etkileşim halindedirler. Sürenin azaltılması için kaynakların arttırılması yoluna gidildiğinde projenin maliyetinin de artacağı
