Özet
Bu tezde, bir kriz yönetimi örneği olarak Covid-19 kriz yönetimi ele alınmaktadır. Çalışmanın ilk bölümlerinde Covid-19 pandemisinin ortaya çıkardığı yerel ve küresel kriz ortamı ele anarak bu krizi diğerlerinden ayıran sınıraşan ve sinsi kriz (creeping crisis) niteliği ortaya konmuştur. Sonrasında, başlıca Batılı ülkelerde Covid-19 kriziyle yönetimlerin mücadelesi irdelenerek bu krizin yönetiminde ön plana çıkan, yönetimin performansını artırmada devlet kapasitesini ve idari kapasiteyi güçlendiren yönetim ilke ve stratejileri tespit edilmiştir. Çünkü tüm toplumsal hayatı altüst eden bu son pandemi krizinin başarılı bir şekilde yönetilmesinde idari kapasiteyi oldukça etkileyen bu ilke ve stratejilerin yönetimin elde ettiği performans üzerinde çok büyük payı olduğu anlaşılmış olup bunların kamu yönetiminin işleyişindeki rolünün ayrıntılı şekilde açıklanması hedeflenmiştir. Çalışmanın sonraki bölümlerinde, Türkiye'nin Covid-19 krizi yönetimi ana hatlarıyla incelendikten sonra, ilk bölümlerde ortaya konan krizle mücadelede yönetimlerin idari kapasitelerini artıran kriz yönetim ilke ve stratejileri çerçevesinde mülki idare sisteminin süreç içerisindeki işleyişi ayrıntılı bir şekilde analiz edilmiştir. Böylece, tez çalışmasının temel ilgi alanı olarak günümüz dünyasında sayıca giderek aratan ve aynı zamanda nitelik itibarıyla karmaşıklaşan krizlerin etkin bir şekilde yönetilebilmesi bakımından, illerde, ilçelerde devletin temsilcisi konumundaki mülki idare amirlerinin kriz yönetme kapasitesini ortaya koymak; mülki idare sisteminin kriz yönetiminde etkin olup olmadığını, yasal kurallar ve işleyişteki eksikliklerinin neler olduğunu belirlemek amaçlanmıştır.

In this thesis, Covid-19 crisis management is discussed as an example of crisis management. In the first parts of the study, the local and global crisis environment caused by the Covid-19 pandemic was examined and the nature of the creeping crisis, which distinguishes this crisis from others, was revealed. Afterwards, by analysing the struggle of the administrations with the Covid-19 crisis in the main Western countries, the management principles and strategies were determined that came to the fore in the management of this crisis that strengthened the state and administrative capacity in increasing the performance of the administration. Because in this study, it has been understood that these principles and strategies, which have a great impact on the administrative capacity in the successful management of this last pandemic crisis, which has turned the whole social life upside down, have a great share on the performance achieved by the administration, and it is aimed to explain their roles in the functioning of the public administration in detail. In the following sections of the research, after explaining the main lines of Turkey's Covid-19 crisis management, the functioning of the prefectural administration system (Turkish: mülki idare sistemi) in the process is analysed in detail within the framework of crisis management principles and strategies that increase the administrative capacity of the administrations in the fight against the crisis, which was set forth in the first chapters. Thus, the crisis management capacity of the prefects (Turkish: mülki amirler), who are the representatives of the state in the provinces and districts, will be revealed in order to effectively manage the crises, which are both increasing and getting much more complicated in today's world. As the main focus of the study, it aims to determine whether the administration system is effective in crisis management and what deficiencies exist.
