Özet
Aile ve Sosyal Politikalar Bakanlığına bağlı sosyal hizmet kurumlarından biri olan çocuk evlerinde barınan çocuklara Dinî Sosyal Hizmet faaliyetleri uygulanmaktadır. Bu çalışma ilgili faaliyetlerin değerlendirilip daha iyi seviyelere çıkarılması maksadıyla planlanmıştır. Birinci bölümde kavramsal çerçeve etrafında sosyal hizmet ve bu alana hizmet eden başlıklar açıklanmış, sosyal hizmetin amaçları, çalışma alanları, tarihçesi gibi alt boyutlarla konu irdelenmiştir. Ardından sosyal hizmetlerin manevi yönünü oluşturan, dünya genelinde adını duyuran ve dinî ihtiyaçlara cevap veren Dinî Sosyal Hizmet kavramı açıklanıp temellendirilmiştir. Bu kapsamda Aile ve Sosyal Politikalar Bakanlığı ile Diyanet İşleri Başkanlığının ortak yürüttüğü bu projenin hukuki boyutlarına değinilmiş, Diyanet personelinin görev tanımı ve yaptığı faaliyetler belirtilmiştir. Sosyal hizmet ve Dinî Sosyal hizmetin birbirini tamamlayan yönlerinin bulunmasına dair çalışmamızın sonunda ortaya koyulan bulgular bu konunun Dinî Sosyal Hizmet'in bakıma ve korumaya muhtaç çocuklar için son derece önemli olduğunu göstermektedir. İkinci bölümde tezin niteliğini oluşturan ve literatüre katkı sağlaması hedeflenen yönü ele alınarak çocuk evlerinde görev yapan Diyanet personelinde bulunması gereken vasıfların neler olduğunu başlıklandırılmıştır. Bu kapsamda mesleki formasyon, mesleki tutum ve mesleki motivasyon şeklinde incelenen başlıklar detaylı bir biçimde açıklanarak Diyanet personelinde bulunması gereken vasıfların neler olduğu ve nelere dikkat edilmesi gerektiği üzerinde durduk. Nitel araştırmalar, ürünlerden çok süreçle yakından ilgilidir, ayrıca algıların ve olayların doğal ortamda, gerçekçi ve bütüncül bir biçimde ortaya konmasına yönelik çalışmalardır. Bu bağlamda geçmişte yaşanan olaylar veya bir problemin geçmişle alakası yönünden incelenmesinde kullanılan nitel araştırma metodu olan literatür taraması yapılarak ilgili bilgiler elde edilmiştir. Süreç esnasında, kütüphanelerden, online kütüphanelerden ve diğer internet sitelerinden yararlanılmış, Diyanet İşleri Başkanlığı'nın hizmet içi eğitim faaliyetlerinin gelişim süreci incelenerek, SHÇEK ile aralarında yapılan iş birliği neticesinde şuan yürürlükte olan proje üzerine değerlendirmeler yapılmış, dezavantajlı gruplar için yürütülen bu projenin bilimsel zeminde yürütülmesi, ihtiyaçların belirlenmesi, eksiklerin giderilmesi ve uygulanan din eğitimi faaliyetlerinin niteliğinin artırılmasına yönelik öneriler geliştirilmiştir.

Religious Social Service activities are carried out for children living in children's homes, which is one of the social service institutions affiliated to the Ministry of Family and Social Policies. This study has been planned in order to evaluate the related activities and raise them to better levels. In the first chapter, social work and the topics that serve this field are explained around the conceptual framework, and the subject is examined with sub-dimensions such as the aims of social work, fields of study and history. Then, the concept of Religious Social Work, which constitutes the spiritual aspect of social services, makes its name known throughout the world and responds to religious needs, is explained. In this context, the legal aspects of this project, which is carried out jointly by the Ministry of Family and Social Policies and the Presidency of Diyanet, were mentioned, and the job description and activities of the Diyanet personnel were stated. Findings at the end of our study on finding complementary aspects of social work and religious social work show that this subject is extremely important for children in need of care and protection of Religious Social Work. In the second part, the aspect that constitutes the quality of the thesis and which is aimed to contribute to the literature is discussed and the qualifications that should be found in Diyanet personnel working in children's homes are titled. In this context, the topics examined as professional formation, professional attitude and professional motivation were explained in detail, and we focused on what qualifications should be found in Diyanet personnel and what should be paid attention to. Qualitative research is closely related to the process rather than the products, and is the study of revealing perceptions and events in a natural environment in a realistic and holistic way. In this context, relevant information was obtained by making a literature review, which is a qualitative research method used in examining past events or a problem in terms of its relevance to the past. During the process, libraries, online libraries and other internet sites were used, and opinions were exchanged with academicians who are experts in their fields for literature determination. The development process of in-service training activities of the Presidency of Diyanet has been examined. As a result of the cooperation with SHÇEK, evaluations were made on the current project, and suggestions were developed to carry out this project carried out for disadvantaged groups on a scientific basis, to determine the needs, to eliminate the deficiencies, and to increase the quality of religious education activities.
