Ill IMPLEMENTATION OF THE 18. th ARTICLE TOWARDS THE CONSERVATION OF CULTURAL ASSETS IN URBAN SITE AREAS CASE : ANTALYA - HASIM ISCAN QUARTER (Msc. Thesis) Serpil SÜZEN GAZI UNIVERSITY INSTITUE OF SCIENCE AND TECHNOLOGY December, 1998 ABSTRACT Urban sites, which is the main subject of the“Historic Preservation ”, is influenced negatively from the rapid urbanisation period of Turkey. Above all, the problems are confronting while planning, failures after plan while implementation period causes the rapid deterioration of these areas. These historic sites, having conservation-renewal oriented problems caused by situating at the central business districts or developing areas of CBD, rents gained from the centers and location of central functions. But the factor of being within the city centers can be an important role in the implementation of the conservation aiming plans while renewing and rehabilitating them. The successful implementations in the historic urban sites are directly related to the interest and consciousness of local governments which has liabilities and responsibilities on the subject.IV The aim of this Thesis is to make a trial of the 18 th Article, which is the most important implementation tool of the Reconstruction Law no 3194, while reaching a planned conservation. The case of the Thesis is, to search of implementation of the 18 th Article for that aim, using computer for the Haşim İşçan Quarter which its conservation plan is almost completed. With this research, it is proved that realisation of implementation of the 18 th Article in urban sites will be changing the Law of Conservation and public participation. These sort of implementation will be helpful for the realisation of public services. Implementation of the 18 th Article will be test in another sites which has different pecularities and legal changes must be done. It is thought that, the local governments and resarchers which is searching about conservation will use this Thesis about implementation of the 18 th Article in the historic urban sites.
