Özet
2006 yılında“her ile bir üniversite”politikası doğrultusunda başlatılan yükseköğrenim genişleme süreci ile Türkiye'de üniversite ve üniversiteden mezun olan bireylerin sayıları önemli ölçüde artmıştır. Yükseköğrenim genişlemesi ile birlikte bireylerin eğitim seviyesinin yükselmesi ve beşeri sermayelerinin artması sonucunda teorik olarak, bireylerin istihdam edilebilirliğinin artması ve işsizlik oranlarının azaltması beklenebilir. Fakat Türkiye'de üniversiteleşme ve eğitim seviyesinin artmasının yanı sıra genç işsizlik oranlarının çok yüksek olduğu gözlemlenmektedir. Bu durum yükseköğrenim genişlemesi ile gençlerin işsizlik oranları arasındaki ilişkinin incelenmesini gerektirmektedir. Bu tez çalışmasında, yükseköğrenim genişlemesinin üniversite mezunlarının işsizliği üzerinde nasıl bir etkiye sahip olduğunun belirlenmesi amaçlanmaktadır. Bu amaç doğrultusunda çalışmada, 2005 ve 2011 yılları Hanehalkı İşgücü Anketi kullanılmış ve analiz yöntemi olarak farkların farkı yöntemi seçilmiştir. Ayrıca hem araştırılan konu hem de analizde uygulanan farkların farkı yöntemiyle çalışmada elde edilen sonuçların literatüre katkı sağlaması hedeflenmektedir. Çalışmanın sonuçları, yükseköğrenim genişleme politikasının üniversite mezunlarının işsizliğini anlamlı bir şekilde azalttığını göstermektedir.

With the expansion process of higher education initiated in 2006 in the direction of the“one university for every province”policy, the number of universities and the number of university graduates in Turkey have increased significantly. As a result of the increase in the education level of individuals and the increase in their human capital with the expansion of higher education, it can be expected theoretically that the employability of individuals increases and unemployment rates decrease. However, it is observed that youth unemployment rates are very high in Turkey in addition to the increasing education level. This situation requires examining the relationship between higher education expansion and youth unemployment rates. Therefore, this thesis aims to determine how the expansion of higher education influences the unemployment of university graduates. For this purpose, in this study, the Household Labor Force Surveys for the years 2005 and 2011 are used and the difference of differences method is chosen as the analysis method. In addition, it is aimed that the results obtained in the study, both in terms of the researched subject and the difference in differences method applied in the analysis, will contribute to the literature. The findings of this study show that the higher education expansion policy significantly reduces the unemployment of university graduates.
