Özet
Amaç: Yapılan tez çalışmasında; Erzurum kentindeki akıllı kent donatılarının mevcut durumunu belirlemek ve elde edilen veriler ışığında, kentte bulunan akıllı kent donatılarının geliştirilmesi için uygulayıcılara önerilerde bulunarak, akıllı kentler kapsamında ortaya çıkan toplumsal dönüşüm sürecine ve gelecekte yapılması planlanan çalışmalara katkı sağlamak amaçlanmıştır. Yöntem: Çalışmanın yöntemi beş aşamadan oluşmaktadır. İlk aşamada çalışmanın araştırma alanı ve amacı belirlenmiştir. İkinci aşamada; literatür taraması yapılmış, Dünya ve Türkiye örnekleri akıllı kent donatı tiplerine göre incelenmiştir. Üçüncü aşama, çalışma alanındaki mevcut durumu saptamaya yönelik veri toplanması aşamasıdır. Çalışmanın bu aşamasında 380 kişiye anket çalışması uygulanmıştır. Anket çalışmasında, katılımcıların demografik özellikleri ve akıllı kent donatıları kullanımıyla ilgili görüşleri hakkında sorular sorulmuştur. Bunun yanı sıra Erzurum kentinde akıllı kent donatıları kapsamında yürütülen çalışmalara yönelik gerekli bilgilerin elde edilmesi için, akıllı kent uygulamaları konusunda en önemli aktör olan belediyeler ile görüşmeler yapılmıştır. Bulgular: Yürütülen çalışmalar sonucunda elde edilen verilere göre; vatandaşların kent içinde en çok ihtiyaç duyduğu akıllı kent donatılarının hangileri olduğu, vatandaşların akıllı kent donatıları ile ilgili düşünceleri, Erzurum kentinde bulunan ve planlama aşamasında olan akıllı kent donatılarının kent sorunlarına ve vatandaşların ihtiyaçlarına yönelik olarak tasarlandığı ancak, literatür örnekleri ile karşılaştırıldığında bazı noktalarda eksiklikler olduğu belirlenmiştir. Sonuç: Tez kapsamında yapılan literatür araştırması, anket ve saha çalışmalarından elde edilen analizlere göre, Erzurum kentindeki akıllı kent donatısı uygulamalarının geliştirilebilmesi ve vurgulanan eksikliklerin giderilmesi için çözüm ve iyileştirme önerilerinde bulunulmuştur.

Purpose: In the thesis study; It is aimed to determine the current situation of smart city furniture in Erzurum city and to contribute to the social transformation process that has emerged within the scope of smart cities and to the studies planned for the future by making suggestions to the practitioners for the development of smart city furniture in the city in the light of the obtained data. Method: The method of the study consists of five stages. In the first stage, the research area and purpose of the study were determined. In the second stage, a literature review was made, and the examples of the world and Turkey were examined according to the smart city furniture types. The third stage is the data collection stage to determine the current situation in the study area. At this stage of the study, a questionnaire was applied to 380 people. In the survey study, questions were asked about the demographic characteristics of the participants and their views on the use of smart city furniture. In addition, interviews were held with the municipalities, which are the most important actors in smart city applications, in order to obtain the necessary information about the studies carried out within the scope of smart city furniture in the city of Erzurum. Findings: According to the data obtained as a result of the studies carried out; It has been determined which smart city furniture is the most needed by the citizens in the city, the opinions of the citizens about the smart city furniture, the smart city furniture available in the city of Erzurum and which are in the planning stage, are designed for the city problems and the needs of the citizens, but there are some deficiencies when compared with the literature examples. Results: According to the analyzes obtained from the literature research, survey, and field studies carried out within the scope of the thesis, solutions and improvement suggestions were made in order to improve the smart city furniture applications in Erzurum and to eliminate the emphasized deficiencies.
