Özet
Kurum ve kuruluşlar günümüzde geleneksel yöntemlerle ilerletmiş oldukları iş süreçlerinde, fiziksel ortamın maliyeti, iş ve zaman kaybının sürekliliği ile zaman, mekân, kişi bağımlılığı vb. sebeplerin getirmiş olduğu olumsuzluklar belge yönetim sürecinin elektronik ortama geçişini büyük bir gereklilik haline getirmiştir. Teknolojinin gelişmesiyle kurumların iş ve işleyişlerini etkin ve verimli geçirmek istemesi, uluslararası standartlara uygun ilerletmek ve yasal zorunluluklara uymak gibi sebeplerden ötürü geleneksel belge yönetim anlayışının yerini elektronik belge yönetim sistemleri almıştır. Araştırmada kamu kurum ve kuruluşlarında değişen klasik dosya yönetimi ve fiziki arşivleme gibi belge yaşam döngüsünün elektronik ortama aktarılması ile EBYS'nin parça parça ilerleyen tüm işleri bir çatı altında toplayarak birçok açıdan kazanç sağladığı ifade edilmektedir. Kurumlardaki personelin sisteme uyum süreçleri, sistemin işleyişi, sistemin öğrenilmesi kolaylaştıran/zorlaştırılan ve sistemin kullanılmasında direnç gösteren etmenler Ufuk Üniversitesinde EBYS'yi aktif kullanan Akademik ve İdari personeller vasıtasıyla araştırılmıştır. Araştırmaya katılan personele üç bölümden oluşan anket hazırlanmıştır. Anket soruları kişisel bilgiler, EBYS'nin genel yapısı ve EBYS'nin kullanımı başlıkları altında kategorize edilmiştir. Sistemi aktif kullanan toplam 126 akademik ve idari personel tarafından cevaplanan anket soruları SPSS 26 İstatistik Paket Programında analiz edilmiştir. Analiz sonuçlarında kurumda çalışan personellerin EBYS'yi sık kullandıklarını ve buna bağlı olarak EBYS kullanımında bir problem yaşamadıkları sonucuna varılmıştır. Personelin sistemi sorunsuz kullanılabilmesi için uzman grup ihtiyacının karşılanması, kısa yolların oluşturulması, evraka takibi ve önceden hazırlanmış evrakların erişilebilirliği ile hatalı yazımın rahatlıkla fark edilebilmesi sorunlarının ortadan kaldırılması önerilerinde bulunulmuştur.

In the business processes that institutions and organizations have advanced with traditional methods today, the cost of the physical environment, the work maintenance and time loss, and the negativities brought by the reasons such as time, place, and person dependency have made the transition of the document management process to the electronic environment as a great requirement. With the advance of technology, electronic document management systems have replaced the traditional document management approach, due to reasons such as the desire of institutions to spend their business and operation effectively and efficiently to advance in tandem with international standards as well as to comply with legal obligations. In this research, it is propounded that EBYS provides gains in many aspects by gathering all the works that progress gradually under one roof by way of the transfer of the document life cycle such as classical file management and physical archiving, which has changed in public institutions and organizations to the electronic environment. The adaptation processes of staff in institutions to the system, the functioning of the system, factors that make learning the system easier/difficult and show resistance to the use of the system have been investigated through the medium of academic and administrative staff who actively use EDMS at Ufuk University. A questionnaire consisting of three parts has been prepared for the staff member who participated in the present research. Questionnaire items have been categorized under the headings of personal information, general structure of EDMS, and the use of EDMS. The questions answered by a total of 126 academic and administrative staff who actively use the system have been analyzed by using SPSS 26 Statistical Package Program. As a result of the analysis, it has been concluded that the staff members working in the institution have frequently used EDMS, and they have not experienced any problems in the use of EDMS. For the staff to use the system without any problems, suggestions have been made to meet the needs of the expert group, to create shortcuts, to eliminate the issues of following documents and accessibility of documents prepared beforehand, and to realize misspellings easily.
