Özet
ÖZET Bu çalışmanın amacı Avrupa Birliği (AB) ile Gümrük Birliğinin (GB) imalat sanayii üzerindeki etkilerini kısmi denge yöntemi ile incelemektir. Çalışma altı ana bölümden oluşmaktadır. Birinci bölümde, geleneksel gümrük birliği teorisi, ikinci bölümde ise yeni gümrük birliği teorisi incelenmektedir. Üçüncü bölümde, gümrük birliğinin etkilerini ampirik olarak ölçen çalışmalar yöntemlerine ağırlık verilerek analiz edilmektedir. Dördüncü bölümde, çalışmanın uygulamalı kısmına temel oluşturması amacıyla, ithalat ve ihracat talebinin fiyat esnekliği ve ithalat talebinin ikame esnekliği teorik olarak incelenmektedir. Beşinci bölümün konusunu ise imalat sanayii alt sektörleri ithalat ve ihracat talebinin fiyat esnekliği ve ithalat talebinin ikame esnekliğinin tahmin edilmesi oluşturmaktadır. Çalışmanın son bölümünde, AB ile GB'nin imalat sanayii üzerindeki dış ticaret ve kaynak dağılımı etkilerinin incelenmektedir. Bu amaçla, ilk olarak karşılaştırmalı üstünlüğe sahip olan imalat sanayii sektörleri belirlenmektedir. Ardından, Gümrük Birliğinin imalat sanayii üzerindeki dış ticaret ve statik kaynak dağılımı etkileri, kısmi denge yöntemi kullanılarak iki ayrı senaryo altında incelenmektedir. Çalışmada kullanılan veri seti EK'lerde sunulmaktadır.

Ill SUMMARY The aim of this study is to analyze the short run static effects of Customs Union (CU) with the European Community (EC) on Turkish manufacturing industry by a partial equilibrium approach. The study consists of six chapters. In the first chapter, traditional customs union theory is discussed. This is followed by a discussion of the basic features of new customs union theory. In the third chapter, detailed account of empirical studies examining the effects of customs union is given with special emphasis is on their methodology. In the fourth chapter, to provide a theoretical background to the empirical part of the study, theory of price and income elasticity of import and export demand as well as the elasticity of substitution of import demand are examined. The main concern in the fifth chapter is to estimate the price and income elasticity of manufacturing industry sectors import and export demand as well as the elasticity of substitution of manufacturing industry sectors import demand. Chapter six presents the main conclusion of the study. In this chapter, trade and resource allocation impacts of CU on manufacturing industry sectors are analyzed. With this purpose, firstly, manufacturing industry sectors which have a comparative advantage are determined. Furthermore, under two scenarios, trade and resource allocation impacts of CU on manufacturing industry sectors are analyzed by partial equilibrium approach. Data set that is used in the study is presented in the Appendices.
