Özet
Kaynakların hızla tükenmesi, ekonomik krizler, iklim değişikliği gibi pek çok sorun; enerjinin verimli kullanılmasına yönelik çözümler geliştirilmesine neden olmuştur. Bina sektöründe, yasal düzenlemeler sertifikasyon sistemleri, akademik çalışmalar, teşvik programları gibi çalışmalarla enerji tüketiminin azaltılmasına yönelik gelişmeler olduğu görülmektedir. Avrupa'da, Binalarda Enerji Performansı Direktifi ile birlikte, üye devletlerin kendi Neredeyse Sıfır Enerjili Bina (NZEB) hedeflerini belirlemesi yoluyla yasal zorunluluklar getirilmiştir. Bu süreçte bazı üye devletlerin NZEB hedeflerinin Pasif Ev Sisteminin sınır değerlerini karşıladığı görülmektedir. Pasif Ev sertifika sistemi, yeni binalara yönelik olduğu gibi, EnerPHit adı ile mevcut binalara uygun versiyonu da bulunmaktadır. Türkiye'deki mevcut yapı stokunun belirli sınır değerler çerçevesinde iyileştirilmesi, hem enerji kaynaklarının verimli kullanılması, hem kullanıcı ısıl konforu, hem de kullanım maliyeti açısından uzun dönemde büyük katkı sağlayacaktır. Bu sebeple bu çalışmada, EnerPHit sertifika sistemi sınır değerleri doğrultusunda bir binanın iyileştirilmesinin enerji ihtiyacı, geri dönüş süresi gibi farklı kriterler açısından değerlendirilmesine ve en uygun seçimin yapılmasına yönelik bir yaklaşım önerilmektedir. Çalışmada önerilen yaklaşım adım adım tariflenmiş, ardından İzmir ilinde mevcut bir bina üzerinde uygulanmış ve elde edilen sonuçlar tek kriterli ve çok kriterli olarak değerlendirilmiştir.

Many problems such as rapid depletion of resources, economic crises, climate change, has led to the development of solutions for the efficient use of energy. In the building sector, it is seen that there are developments towards reducing energy consumption through studies such as legal regulations, certification systems, academic studies, incentive programs. In Europe, legal mandates have been introduced through the Member States setting their own Nearly Zero Energy Building (NZEB) targets together with the Energy Performance of Buildings Directive. In this process, it is seen that the NZEB targets of some member states meet the limit values of the Passive House System. Passive House certification system is for new buildings as well as a version suitable for existing buildings with the name EnerPHit. The improvement of the existing building stock in Turkey within the framework of certain limit values will make a great contribution in the long term in terms of efficient use of energy resources, thermal comfort, cost of use. For this reason, in this study, an approach is proposed to evaluate the improvement of a building in terms of different results in line with the limit values of the EnerPHit certification system to make the most appropriate choice. The approach proposed in the study was described step by step and applied on an existing building in Izmir. The proposed method was applied and the results obtained were evaluated as single criteria and multi-criteria.
