Özet
2000'li yıllara hazırlanan dünya toplumu içinde Türkiye'nin geleceği bakımından büyük önem taşıyan Türk malı yönetiminin yeniden yapılandırılması konusunda hazırlanmış bulunan tez çalışması yedi bölümden oluşmaktadır. Çalışmanın giriş bölümünde; ekonomik sorunların çözülmesinde ve belirlenmiş hedeflere ulaşmada; doğru ekonomik politikaların yanısıra kamu mali yönetiminin örgütsel yapısı ve sistemin işleyişinin de belirleyici rolü olduğu vurgulanmış ve Türkiye'de ekonomiyle ilgili politika üreticilerinin ve uygulayıcı birimlerin farklı yetki ve görev dağılımı içerisinde ve teşkilat yapışma sahip olmaları, ayrıca, sisteme ilişkin bir çok sorunun bulunması noktasında Türk Kamu Mali Yönetiminin yeniden yapılandırılmasının gerekliliği yönünde yönetimin örgütlenme modeli, sistemi, sistemin işleyişi, mevcut karar ve uygulama birimleri, bunların koordinasyonu ve sorunlarının irdelenmesi tezin esas konusu olarak belirlenmiştir. İkinci bölümde; konunun seçilmesindeki amaç, sistemin mevcut sorunlarının çözülmesi yönünde tıkanıklıkları giderici ve yeniden yapılanmaya katkısı olabilecek çözümler önermek ve örnek model oluşturmak olarak ifade edilmiştir. Üçüncü bölümde ise; çalışmanın amacına uygun ve konunun irdelenmesine yönelik olarak takip edilen yöntem ve ele alman konular gösterilmiştir. Dördüncü bölümde; devletin ve kamu mali yönetiminin örgütlenme gerekliliği, mali yönetimin kapsamı ve önemine ilişkin genel bilgiler verilerek mali yönetimle ilgisi bakımından kamu ekonomisi, ekonomik kamu hukuku, ekonomik anayasa gibi genel kavramlar, kamu mali yönetiminin önemli unsurları olan kamu bütçesi, bütçenin işlevleri, bütçe dışı usuller ve hukuki düzenlemeler üzerinde durulmuştur. Beşinci bölümde; Türk Kamu Mali Yönetiminin temel kurumları, teşkilat yasaları ile birlikte sayılmış ve mevcut yapılaşmanın bugünkü yapışım daha iyi anlayabilmek için Osmanlı Döneminden bugüne kadarki tarihi gelişimi, Osmanlı ve Cumhuriyet Dönemi olarak ele alınmış ve kurumsal yapıya ilişkin değerlendirmeler yapılmıştır. Daha sonra, Türk Mali Yönetim yapışma yöneltilen eleştiriler sıralanmıştır. Mevcut yapı ve sistemin işleyişi ne olursa olsun, basan önem taşıdığına göre Türk Mali Yönetiminin performansının seçilmiş bazı temel ekonomik göstergeler ile bütçeleme yönünden değerlendirilmesi yapılmıştır. Buna göre Türk Mali Yönetiminin başarılı olmadığı vurgulanmış, bu noktada yeniden yapılanma gereği ve bu yapılanmada esas alınacak temel varsayım ve ilkeler ele alınmıştır. Altıncı bölümde; Türk Mali Yönetiminin yeniden düzenlenmesi yönünde değişiklik ihtiyacının genel gerekçeleri sıralanmış ve mali yönetimin yeniden yapılanmasına ilişkin örgütlenme modelleri değerlendirilmiş ve sistemin iyileştirilmesine ilişkin öneriler getirilmiştir. Sonuç bölümünde ise; sistemlerin işleyişinde en önemli faktör insangücü olmakla birlikte bunun aynı derecede önemli örgütlenme modelleri ile birlikte düşünülmesi gerektiği, bu bağlamda Türkiye'de kamu kesimi istihdam sorununun çözümünde köklü bir personel reformunun ve mali yönetimin yeniden yapılanmasının gerekliliği vurgulanmış ve mevcut yapılaşmaya ilişkin tespitlerde bulunulmuştur. Ayrıca, yönetimdeki rolleri bakımından politikacı ve bürokrat ilişkilerine değinilerek kamu yönetiminde sağlıklı yaklaşımlar olarak bazı ilkeler sayılmıştır.

The study on the restructure of the Turkish Public Financial Administration which carries importance for the future of Turkey among the global society reaching to the 21st century, has been formed in seven sections. In the introductory section of the study, it is stressed that there is an effective role of the Financial Administration system and its construction in the finding solutions to economic issues and achieving determined goals as well as suitable economic policies. The basic subject of the study is the exposing of effectiveness, structure and system of the Financial Administration considering present decision makers and carrying units, their coordination and problems by stressing the necessity of the reconstruction of the Financial Administration and regarding diversification of duties and different constructions of carrying units and decision makers in the Financial Administration. In the second section, it is stated that the goal of the topic is to propose and prepare models which contribute to restructure the system and remove obstacles for the solutions. In the third section, it is revealed the methods followed and topics studied in this frame work as considering the goal of this study. In the fourth section, after giving general information about the scope of the study and the necessity of construction of the financial Administration and government; general concepts such as public economics, economic public low, economic constitution as well as public budget, function of budget, out of budget methods which are important element of the Financial Administration system. In the fifth section, it is counted the basic foundations and the law of construction in Turkish public financial Administration and commented on the historical development (in the two sections: ottoman and republic) for better understanding the present construction. After that, it has been given the critics about the construction of Turkish Financial Administration. The performance of Turkish Financial Administration is researched by using some selected basic economic indicators and results of the budget process and it is stressed that basic assumptions for reconstruction and principles for improving the Financial Administration System.In the sixth section, it is explained the general reasons on the necessity of changes relating to reconstruction of Turkish Financial Administration and comment on the models of reconstruction and to make suggestion recovery of the system. In the last section, it is emphasized the important factor is man power in the process of system and that organization model should be considered as important as the same degree. At this point, it should be taken into account the necessity of the Financial Administration and radical personnel regulations reform in the solution of employing problem for the public sector in Turkey and given important points in the present system. Moreover, it is counted some principles for right approaches to public administration relations between bureaucrats and politicians who has the important part in public administration.
