The European Union (EU), is a union of many industrialized European nations that embrace free markets. The EU, collectively, is because of its combined population, and industrial base, is one of the world's largest energy consumers. During the last three-decade journey, as the EU continued to expand its membership, it has also tried to adopt uniform rules and a market design to keep up with market realities, technological innovations and cure any imperfections. When the EU began its journey, its main objective was to implement a fully integrated internal electricity market. The main characteristics of the internal electricity market are free competition, restriction-free cross-border electricity trade, technological innovations and environmental regulation. The gradual process for implementing internal electricity market is done by Electricity Directives. Each Electricity Directive tried to adopt to market realities and address energy problems in the EU. This dissertation will assess the evolution of market reforms in the EU. It will also seek answers for questions such as why market reforms were needed in the past, what caused market problems, how the EU tried to address market shortcomings and finally whether a fully integrated electricity market is achievable
