Özet
Bu araştırmada, cezaevlerinin eğitici ve ıslah edici boyutunun belirlenmesine çalışılmaktadır. Cezaevlerinde hükümlülere yönelik olarak uygulanan eğitim programının amaçlarının gerçekleşip gerçekleşmediği araştırılarak, hükümlülerin yaş, suç, medeni hal ve toplam cezalarının uygulanan eğitim programının amaçlarının gerçekleşmesindeki etkisi belirlenmektedir. Araştırmanın evrenini Niğde İli Tarım Açık Cezaevi ve Kapalı Cezaevi oluşturmaktadır. Araştırmanın örneklemini ise; Tarım Açık Cezaevi'nden 55, Kapalı Cezaevi'nden 74 olmak üzere toplam 129 erkek adli suçlulardan en az iki yıl yatmış olan hükümlüler. Kapalı cezaevindeki birinci ve ikinci müdürler ile infaz koruma baş memurlarından 19, tarım açık cezaevindeki birinci ve ikinci müdürler ile infaz koruma baş memurlardan 15 kişi olmak üzere toplam 34 kişi oluşturmaktadır. Araştırmanın verilerinin toplanabilmesi için geliştirilen anket hükümlü ve personele uygulanmıştır, ölçekte hükümlülerin, yaşları, suçlan medeni halleri, toplam cezaları, cezaevine girmeden önceki meslekleri, cezaevine girmeden ve girdikten sonraki tahsil durumları, doğum yerleri, öz anne ve babalarının yaşayıp yaşamamaları, ailelerinin ekonomik durumları, ailede kendilerinden önce ve sonra suç işleyenin olup olmamaları ve cezaevinde katıldıkları eğitim faaliyetleri ile ilgili genel bilgilerin alınmasına yönelik bir bölüm oluşturulmuştur. Daha sonra cezaevinde uygulanan genel ve mesleki eğitimin amaçlarının gerçekleşip gerçekleşmediğini ölçmeye yönelik sorular ve hükümlülerin eğitimi ile ilgili personele sorulan sorular yeralmaktadır. Araştırmada elde edilen verilerden hareketle elde edilen veriler istatistiksel olarak analiz edilmiştir. Araştırma bulgularına göre, personelin, hükümlülere yönelik olarak uygulanan eğitim programının amaçlarının gerçekleşme düzeyinin oldukça düşük olduğunu belirttikleri görülmektedir. Bu konuda hükümlülere yönelik olarak sorulan sorulara hükümlülerin verdikleri cevaplarla amaçlar arasında tutarlılığın olmadığı görülmektedir. Genel ve mesleki eğitim amaçlarının gerçekleşme düzeylerinde de farklılık olduğu ortaya çıkmaktadır, özellikle hem kapalı hem de tarım açık cezaevinde uygulanan eğitim programının gerçekleşme düzeyinin %50'nin altında olduğu görülmektedir.

In thıs research, it is attempted to investigate the success of education in Turkey's prisons and its affect to the improvement of prisoner's behaviour. VVhether the aims of education program are realised ör not is researched. in this respect, it is tried to determine the significant variables such as age, type of erime, marriage status that are effective on the realisation of program goals. The population of research consists of the prisoners in Niğde prisons; the aqricultural öpen prison and the closed prison. From this population, totaly 129 male prisoners were drawn as a sample; 55 of the öpen and 74 of the closed prisons. Also, as a second sample, 34 prison officers vvere sellected. The officers vvere in managerial ör guardian positions in the prisons. A questionnarie was designed and given the prisoners. The officers vvere given a second and diffrent questionnarie. The questions vvere asked so that if a significant relation is available betvveen the profile of prisoners and success of education program. The data resulted from research vvere statistically analysed by using some statistical tests. The result of analysis shovved that the practised education program is not succesful in term of general and professional education.
