Background: The government Information System (IS) projects involve more obstacles than the private ones. The delay is one of the most important challenges and regarded as criteria for the evaluation of success or failure of a project. However, the studies exploring the reasons of delay and examining the link between the time management and project failure are inadequate in the literature. Aims: The study aims to explore the reasons for the delays and explain the link between time management and the success or failure of a project. To achieve this target National Programme for IT (NPfIT) is analysed and the factors which have moved the project to failure are identified. Methods: The inductive approach was followed to answer the research questions of the study. The secondary data collection method was used to gather the required data. In order to analyse the link, the case study of NPfIT was constructed and the qualitative method was preferred to observe the reasons for the delay. Also, the gathered data were analysed with the thematic analysis. Results: The study revealed that complexity of the project, fast rotation and long-term absence of the project managers, resignation of the suppliers, opponent of end users, an absence of a clear plan from the beginning of the project, and the limitations on the controlling stage of a project are important issues which might have led to delays. The delays do not only influence the length of the project but also can move a project to the failure since the problems naturally reduced the possibility to obtain the desired output in line. Conclusions: Finally, there are various reasons influencing negatively the time management. Besides, the problems may lead the project failures because the failure of the time management is regarded as the failure of the project.
