The counterhegemonic momentum created by political Islamists in Turkey and Egypt resulted in very different outcomes, with definitive success for the former and only partial success, followed by complete failure, for the latter. This research evaluates the causes of the diverging course of political Islamist movements whilst pursuing permanent success for their hegemonic leadership. By employing Gramscian analysis as an analytical framework, the study involves examining the effectiveness of political Islam as a counterhegemonic project. In this context, counterhegemonic leadership formulated as a definitive leadership, which has acquired the necessary consciousness and skills to synthesise theory and practice, the masses and intellectuals, structure and superstructure to be able to constitute a new socio-economic bloc, alongside a new class alliance to deliver a stable economic growth and development. Accordingly, it is argued that the formation of thriving historical bloc should have its basis from a decisive nucleus of economic activity. The investigation for the study was conducted through in-depth interviews with high level politicians, including the president of Turkey, ministers, bureaucrats, civil society leaders and a range of experts. The findings of the thesis are such that in contrast to the Turkish experience, the failure of the political Islamist counterhegemonic project in Egypt was owing to their inability to possess a leadership in the decisive nucleus of economic activity.
