Among the numerous complex forces shaping the built environment of St. Augustine, Florida, the most significant event that led to the transformation of the city in the twentieth century was the“Restoration Program of St. Augustine,”implemented from 1959 to 1984. At this moment in American urban history, the dominant trend was the erasure of the historic urban enclaves—the formulation and implementation of this restoration program were contrary to that movement. The program's key components were revolved around the replication of the urban form and architecture of the Second Spanish Colonial Period (1784–1821) to revitalize the city. There were only a few surviving original structures that epitomized the colonial period prior to the implementation of the program. However, once the restoration project got underway, several structures within the limits of the former walled Spanish colonial city were reconstructed on the basis of architectural and archaeological records. This study documents and analyzes the“Restoration Program of St. Augustine”over its 25-year history, taking into account the recent shifts in historic preservation paradigms. This dissertation chronicles how the“Restoration Program of St. Augustine”11 altered the built environment of the city through an analysis of the program and a study of its impact on the city, as well as looking at the key actors who formulated and implemented the program. This study seeks to address the questions of how the restoration program transformed the historic city center and why the paradigmatic underpinnings of the restoration program are important to an understanding of the historic preservation movement in the United States. This dissertation uses the case study methodology with an explanatory purpose to establish causal links between the findings. Through an analysis of the restoration program, this researcher concludes that the restoration of St. Augustine was executed through a top-down approach that only addressed the demands of an elite group and excluded underrepresented societal groups and businesses that were located in the restored area. However, it was a significant event that transformed the city's built environment.
