Özet
KISA ÖZET Bu çalışmanın amacı Türkiye'de milli eğitim ideolojisini ve bu ideolojinin siyasal toplumsallaşma süreci açısından doğurduğu sonuçları incelemektir. Çalışmada, eğitim, toplumsallaş (tır )ma, siyasal toplumsallaş ( tır )ma ve ideoloji kavramlarının incelenmesinden sonra, başlıca eğitim felsefeleri üzerinde durulmuştur. Ardından da, modern Türk eğitim sistemi 1920 'den günümüze kadar ele alınmıştır. 1921, 1924, 1961 ve 1982 anayasaları, beli başlı partilerin programları, Hükümet programları, eğitime ilişkin yasa ve yönetmelikler, Milli Eğitim Bakanlığı ve Hükümetlerin yönergeleri ile siyasal liderlerin açıklamaları yaygın biçimde taranmıştır. Türk eğitim sisteminin temel amacının öğrencileri ulusa, devlete ve devlet liderlerine tamamen bağlı ve modern teknik bilgi ve becerileri edinmiş yurttaşlar olarak yetiştirmek olduğu, buna karşılık, evrensel değerlere kuşkuyla yaklaşıldığı görülmüştür. Eğitim konusunda çeşitli hükümetler, partiler ve öbür siyasal toplumsallaştırma etkenleri arasında inanılmaz ölçülerde bir görüş birliği bulunmuştur. Karşıt yönde etkili güç ve eğilimlerin yokluğu, milli eğitim ideolojisine öğrencileri biçimlendirmek ve onları kendi ölçülerine göre toplumsallaştırmakta neredeyse bir tekel sağlamaktadır. viBu çalışma, böylesi bir tekelin yarattığı olumsuz etkileri gidermek için Türk eğitim sistemini insanlığın temel felsefelerine, uluslararası kültüre, evrenselliğe, dünya halklarının ortak hazinesine açmanın uygun olacağını savunmaktadır.

ABSTRACT The ıdeology of National Education in Turkey and Its implications for Political Socialization by ismail Kaplan The purpose of the present study is to examine the Turkish national education ideology and evaluate its implications for political socialization. Af ter defining the concepts of education, socialization, political socialization and ideology, the study dwells upon the basic philosophies of education. Then the modern Turkish national education system is traced from 1920 up to the present. Constitutions of 1921, 1924,1961 and 1982, programs of majör parties, Government programs, laws and regulations on education, directives of the Ministry of Education and the Governments, and statements of the political leaders are extensively scanned. ivThe main concern of the Turkish education system is bringing up the students as citizens who are absolutely loyal to the nation, state, and the state leaders and have acguired modern technological knowledge and skill. üniversal and international values, hovever, are held in distrust. in matters of education there is an incredible consensus among diverse governments and political parties and the other majör factors of political socialization. The lack of influential countervailing powers and tendencies ensures the ideology of national education a virtual monopoly in molding the students and socializing t hem according to its nonns. The study argues that öne way to eliminate the negative conseguences of such a monopoly is to öpen the Turkish education system to the profound philosophies of humanity, to international culture, to universalism, to the common patrimony of peoples of the worid.
