This study was undertaken to understand the role played by Turkey and Russia in the Syrian Civil War, which began in 2011 and caused about half a million people to lose their lives and about 13 million people to change their places. Many different countries and organizations have participated in the war, which is still ongoing, and as a result, chaos has begun to dominate the Middle East. From the very beginning of the war, Turkey and Russia played a key role in the region. On the one hand, Turkey, which has improved its relations with Syria to a better level than ever before, with the start of the war cut its relations with Syria and has participated directly and indirectly in the war from the very beginning in order to show that it is a state that has a say in the region. On the other hand, Russia, one of Syria's biggest allies since the Soviet Union, has pursued a policy that supports the Syrian regime from the very beginning in order not to lose its presence in the Middle East, especially in Syria. In my work, I will try to explain the fact that Turkey and Russia, the two countries that stand on opposite sides, eventually act cooperatively to resolve the war in Syria
