Özet
Mekânın toplumsal üretimi 2008 krizi sonrasında kapsamlı bir dönüşüm geçirmiştir. Gelişen toplumsal ağlar doğrultusunda birbiri ardına patlak veren küresel işgal hareketleri yeni politik, mekânsal ve toplumsal sonuçlar üretmektedir. Yeni toplumsal hareketler kompleks, bağlantılı, talepsiz ve otonom bir biçimde gelişiyor. Birçok medeniyetin izlerini barındıran İstanbul konumu gereği çok çeşitli toplumsal ve politik olaylara konu olmuştur. Beyoğlu bu çeşitliliği yansıtmak açısından İstanbul içerisindeki eşsiz bir semttir. Osmanlı'nın reformist dönemiyle birlikte gelişen Beyoğlu çok katmanlı toplumsal yapısını yaşanan teritoryal, bölgesel ve kentsel gelişmeler doğrultusunda kaybetti. İstanbul MİA'sının yer değiştirmesinin ardından gerileme dönemini devam ettiren Beyoğlu çeşitli kentsel politikaların hedefinde oldu. Zamanın ruhunu yansıtan toplumsal olaylara ev sahipliği yapan Beyoğlu bu hafızayı Taksim Meydanı, Galatasaray Meydanı ve İstiklal Caddesi'nin mekânsal ruhunda yansıtır. Son dönemde birçok öncü proje ile gündeme gelen Beyoğlu toplumsal mücadelelerin odak noktası oldu. Bu çalışmanın temel amacı neoliberal politikalar ile küresel ölçekte yaşanan değişimlerin Beyoğlu'nda nasıl sonuçlar yarattığını ortaya koymaktır. Çalışma kapsamında Beyoğlu'nun tarihi çekirdeğini oluşturan kıyı alanları, İstiklal Caddesi ve Taksim Meydanı'nın bulunduğu bölge ele alınıyor. Çalışmada tarihsel süreç içerisindeki değişim, kentsel hafıza, öne çıkan projeler, kamusal mekânın dönüşümü ve toplumsal hareketleri yapısal bir biçimde inceleniyor. Literatürde parçacıl bakış açıları altında incelenen kavramların bu çalışmada sentezlenmesi Beyoğlu ve İstanbul için somut katkıların önünü açmaktadır. Son olarak bu çalışma Beyoğlu'nun yeni stratejik plan hazırlık sürecine tanıklık etmekte ve sürece dair değerlendirmeleri sunmaktadır.

The social production of space underwent a comprehensive transformation after the 2008 crisis. Global occupy movements that erupted in line with the developing social networks produced new political, spatial, and social results. New social movements are developing complex, connected, demanding, and autonomous ways. Istanbul, which contains the traces of many civilizations, has been the subject of various social and political events due to its location. Beyoğlu is a unique district in Istanbul in terms of reflecting this diversity. Beyoğlu, which developed with the reformist period of the Ottoman Empire, lost its multi-layered social structure in line with the territorial, regional, and urban developments. Continuing the decline period after the Istanbul CBD relocation, Beyoğlu became the target of various urban policies. Beyoğlu, which hosts social facts that reflect the spirit of the time, reflects this memory in the spatial spirit of Taksim Square, Galatasaray Square, and Istiklal Street. Beyoğlu, which has recently come to the fore with many pioneering projects, has become the focal point of social struggles. The primary purpose of this study is to reveal how the neoliberal policies and the changes experienced on a global scale have created results in Beyoğlu. Within the scope of the study, the coastal areas that form the historical core of Beyoğlu, the area where Istiklal Street and Taksim Square are located, are discussed. In the study, change in the historical process, urban memory, prominent projects, transformation of public space, and social movements are examined structurally. Synthesizing the concepts examined in the literature under partial perspectives in this study paves the way for substantial contributions for Beyoğlu and Istanbul. Finally, this study witnesses Beyoğlu's new strategic plan preparation process and presents evaluations about the process.
