Özet
Bu çalışmanın amacı, sosyal devletin dönüşümü sonrasında neoliberal politikalar ve sosyal sorumluluk ilişkisini ortaya koymaktır. Çalışma kapsamında, 2015 yılında Birleşmiş Milletler'in ortaya koyduğu“Sürdürülebilir Kalkınma Amaçları”(SKA) kapsamında ve SKA4 özelinde Türkiye'de özel sektör şirketlerinin eğitime yönelik yürüttüğü sosyal sorumluluk projelerinin SKA4 konusunun öncelikli 10 hedefiyle örtüşüp örtüşmediğini, yapılan işbirliği ve süreklilik ve devamlılık potansiyelinin ne olduğunu ortaya koymak çalışmanın diğer bir amacıdır.“SKA4, toplam 17 maddeden oluşan ”Sürdürülebilir Kalkınma Amaçları" arasında dördüncü sırada yer alan ve eğitimi ilgilendiren bir maddedir. Çalışmanın sosyal devletin önemini sorguluyor olması ve serbest piyasa şartlarında sosyal sorumluluk konusuna eleştirel bakıyor olması açısından literatüre katkı sağlayacağı öngörülmektedir. Literatür kısmında neoliberalleşme ile sosyal devletin dönüşümünün genel bir değerlendirilmesi, dünyada ve Türkiye'de sosyal sorumluluk ve neoliberal politikalar ilişkisine yer verilmiş, araştırma kısmında ise Türkiye'de özel sektör şirketlerinin eğitime yönelik yürüttüğü sosyal sorumluluk projeleri analiz edilmiş ve elde edilen bulgular ortaya konulmaya çalışılmıştır. Araştırmada doküman inceleme yöntemi kullanılmıştır. Araştırma sonucunda, şirketlerin en fazla kamu kurumuyla, ardından STK'larla, sonrasında ise özel sektörle iş birliği yaptığı, SKA4'ün öncelikli 10 hedefinden 6'sı doğrultusunda çalışmalar yürüttüğü, 4'ü doğrultusunda ise herhangi bir çalışmanın olmadığı görülmüştür. Eğitime yönelik yürütülen proje çalışmalarının gerçekte bir sosyal fayda sağladığı; fakat süreklilik ve devamlılık açısından, sosyal devletin herkes için kapsayıcı ve toplumun sürekliliği ve refahı için yapacağı hizmetlerin yerini alması noktasında yetersiz kaldığı tespit edilmiştir.

The aim of this study is to present the relationship between neoliberal policies and social responsibility after the transformation of the social state. Another aim of the study is to reveal whether the social responsibility projects which are devoted to education carried out by the private sector companies in Turkey overlap with the 10 primary targets of the SDG4 topic, and also to reveal the cooperation, sustainability and the potential for cooperation within the scope of the study, within the scope of the“Sustainable Development Goals”(SDG) put forward by the United Nations in 2015, and specifically within SDG4. SDG4 is an item that is in the fourth place among the“Sustainable Development Goals”consisting of a total of 17 items and concerns education. It is predicted that the study will contribute to the literature in regards to questioning the importance of the social state and by criticising the theme of social responsibility in free market conditions. A general evaluation of neo-liberalisation and the transformation of the social state, the relationship between social responsibility and neoliberal policies in the world and in Turkey are discussed in the literature part. Social responsibility projects devoted to education carried out by private sector companies in Turkey are analysed, and the findings are presented in the research part. Document analysis method was used for the research. As a result of the research, it was found that the companies cooperated mostly with public institutions, then with NGOs, and then with the private sector, and SDG4 carried out studies in accordance with 6 out of 10 primary targets. It was determined that project studies intended for education actually provided a social benefit; however, in terms of sustainability and continuity, it has been ascertained that the social state is insufficient in terms of being inclusive for everyone, and in delivering the services that promotes the sustainability and the welfare of the society.
