Özet
Türk kamu sektörünün önemli kurumlarından olan bağımsız idari otoritelerde çalışan kamu personelinin ücret adalet algısı ve iş tatmini düzeylerini belirlemeye yönelik olarak yapılan bu çalışmada, 15.01.2012 tarihinde yürürlüğe giren bir mevzuat neticesinde değişen ücretlendirme sistemlerinin sonuçlarının ortaya konması amaçlanmaktadır. Bu mevzuat değişimi sonrasında bağımsız idari otoritelerde göreve başlayan çalışanlar, bu mevzuat değişimi öncesinde göreve başlayanlardan daha düşük maaş almaktadırlar. Bu sebeple, söz konusu çalışma, bu durumun etkilerini görmeyi hedeflemektedir. Bu hedef doğrultusunda, bağımsız idari otoritelerde çalışanlardan anket tekniği ile çeşitli veriler elde edilmiştir. Bu verilerin analizi sonucunda bu kişilerin ücret adaleti algısı ve iş tatmini düzeyleri, bu iki değişken arasındaki ilişki ve mevzuattan etkilenmenin bu değişkenler üzerindeki etkisi ortaya konularak yorumlanmıştır. Neticede, bazı mevzuatsal ve akademik önerilere ve ortaya çıkan durumlara karşı çözüm önerilerine yer verilmiştir.

In this study, which was conducted to determine the perception of wage justice and job satisfaction of civil servants working in independent administrative authorities, which is one of the important institutions of the Turkish public sector, it is aimed to reveal the results of the changing remuneration systems as a result of a legislation that entered into force on 15.01.2012. Employees who started to work in independent administrative authorities after this legislation change receive lower salaries than those who started working before this legislation change. For this reason, this study aims to see the effects of this situation. In line with this goal, various data were obtained from the employees working in independent administrative authorities by the survey technique. As a result of the analysis of these data, the perception of wage justice and job satisfaction of these people, the relationship between these two variables and the effect of being affected by the legislation on these variables were revealed and interpreted. As a result, some legislative and academic suggestions and solutions to the emerging situations are included.
