Özet
Kent merkezlerinde demografik, ekonomik, sosyal, teknolojik, ekolojik ya da yasal/yönetsel nedenlerle ekonomik ömrünü tamamlamış, işlevini yitirmiş, atıl kalmış ancak fiziksel ömrünü koruyan ofis yapıları mevcuttur. Bu ofis yapıları çoğu zaman kentin en değerli yerlerinde, kentsel alt yapıya en fazla bedel ödenmiş arsaları kullanmaktadır. Ancak fiziksel ömürlerini tamamlamamış bu yapı stoku çoğu zaman yık-yap yaklaşımı ile dönüşümü gerçekleştirilmektedir. Bu durum döngüsel ekonomi kavramı açısından ekonomik ve ekolojik açıdan sürdürülebilir yaklaşımlar değillerdir. Tez kapsamında çevresel, finansal ve sosyal anlamda belirsizlik yaratan mevcut stokun kente yeniden entegrasyonu bağlamında kullanım dönüşüm stratejisi araştırılmış, alan çalışmasıyla proje önerisi geliştirilmiştir. İki bölümden oluşan tezin ilk kısmı ofis binalarında boşluk durumu, adaptasyon kavramı, bir binanın kullanım dönüşüm sürecini oluşturan fizibilite ve tasarım kararları ve önceden yapılmış örnek ofis-konut dönüşüm projelerine yönelik literatür araştırmasından oluşmaktadır. Tezin ikinci kısmını ise literatür çalışmasından elde edilen sorunlar ve bulgular doğrultusunda geliştirilen alan çalışması oluşturmaktadır. Bölge ofis piyasaları fizibilite çalışmasına göre İstanbul-Cendere Bölgesi A sınıfı ofis yapıları normal boşluk oranlarının çok üzerindedir. Ulaşım olanakları yüksek, gelişmekte olan ve demografik çeşitlilik gözlemlenen bölgenin konut piyasası fizibilitesine göre konuta talep ise fazladır. Bir çok akademik araştırmada ve piyasa çalışmasında kullanılmış Dönüşüm Potansiyel Ölçer ile hem İstanbul-Cendere bölgesinde yapısal boşluk gözlemlenen bir ofis belirlenmiş hem de bu ofisin konut dönüşümü döngüsel ekonomi bağlamında ele alınmıştır. Önerilen projede yasal, finansal, teknik gereklilikler ve kazanımlar sağlanmıştır. Yatırımcı, kent ve kentli açısından yaşanan ekonomik ve sosyal belirsizlik sorununa çözüm sunulmuştur. Bu doğrultuda muazzam kaynak ve enerji yatırımına sahip ofis binası, çevresel ve konut fonksiyonuna yönelik kararlarla kente ve kentliye kazandırılmıştır.

In city centers, there are office buildings that have completed their economic life, lost their functions and remained idle due to demographic, economic, social, technological, ecological or legal / administrative reasons, although they preserve their physical life. These office buildings often use the most valuable lands in the most valuable parts of the city, the most paid for urban infrastructure. However, this building stock, which has not completed its physical life, is often transformed with the demolish-build approach. This situation is not economically and ecologically sustainable approaches in terms of the circular economy concept. Within the scope of the thesis, the re-use adaptation strategy was researched for the reintegration of the existing stock, which creates environmental, financial and social uncertainty, into the city, and a project proposal was developed with a case study. The first part of the thesis consists of the concept of vacancy in office buildings, the concept of adaptation, the feasibility and design decisions that constitute the process of adapting a building to reuse, and the literature research on sample officeresidential transformation projects that have been made before. The second part of the thesis consists of a case study developed in line with the problems and findings obtained from the literature study. According to the regional office markets feasibility study, Class A office buildings in the Istanbul-Cendere region are far above the normal vacancy rates. The demand for housing is high according to the housing market feasibility of the region with high transportation opportunities, developing and demographic diversity. With the Conversion Potential Meter used in many academic researchs and market studies, both an office in the Istanbul-Cendere region where a structural vacancy is observed was determined and the transformation of this office was addressed in the context of a circular economy. Legal, financial, technical requirements and gains have been achieved in the proposed project. A solution has been presented to the problem of economic and social uncertainty experienced in terms of investors, cities and citizens. In this direction, the office building, which has an enormous investment of resources and energy, has been brought to the city and the city dwellers with decisions regarding environmental and residential functions.
