Özet
Kümelenme, bir grup üretim veya hizmet işletmesinin, ilgili ekonomik aktörlerin ve kurumların belli bir coğrafi yerde yoğunlaşması, uzmanlaşma göstermesi, katma değer üretmesi, birbirine yakın bulunması ve bu karşılıklı yakınlık ve bağlantılardan meydana gelen bir sinerjik yapıdır. Kümelenmenin temel unsurları sektörel uzmanlaşmaya dayalı kitlesel üretimde dikey veya yatay tamamlayıcılık; esnek üretim ilişkileri; toplanma/yığılma ekonomileri veya kolektif etkinlik; coğrafi yakınlık, yersel veya bölgesel yoğunlaşma; KOBİ nitelikli küçük ölçekli firmalar; işbirliği ve güvene dayalı atmosfer ile birlikte kültürel homojenlik, benzeşen iş yapıları ve üretim sistemleri; işletmeler arasında üretim, ticari ve istihdam paylaşımı vb. şeklinde sıralanabilir. Kümelenme analizi ise bir bölgenin ekonomik gücünü, avantajlarını, mevcut durumunu, rekabet gücünü ve zorluklarını teşhis etmek ve bölgenin ekonomik geleceğini şekillendirebilmek üzere tespitlerde bulunmak ve öneriler ileri sürmektir. Bu kapsamda çalışmanın amacı Konya ili Beyşehir ilçesinde yer alan yivsiz silah üreticisi firmaların, kümelenme bakımından yapıları ve nitelikler ile bölgesel kalkınmaya olan etkilerinin ampirik olarak incelenmesidir. Çalışmayı önemli kılan ve özgün değer ise yerel kalkınmaya oldukça önemli katkıları olan bahsi geçen kümelenmenin örnek bir model olarak incelenmesi ve literatüre kazandırılmasıdır. Amaç kapsamında Konya ili Beyşehir ilçesinde yer alan yivsiz silah üreticisi 71 katılımcı firma üzerinde Porter (1999) tarafından geliştirilen Elmas Modeli uygulaması yapılarak mevcut kümelenmenin (1) Faktör Koşulları, (2) Talep Koşulları, (3) İlgili ve Destekleyici Endüstriler, (4) Firma Yapısı, Stratejisi ve Rekabet boyutlarında durumu ortaya konulmuştur. Ardından modele uygun ve tamamlayıcı nitelikte olan Üç Yıldız Analizi yapılmış ve katılımcı firmaların (1) baskınlık, (2) büyüklük ve (3) uzmanlaşma durumları ortaya konulmuştur. Araştırma sonucunda söz konusu kümelenmenin bölgesel kalkınma üzerinde olumlu ve güçlü bir etkisinin olduğu; özellikle ihracat kanallarında rekabet gücüne sahip olduğu, etkili bir gelişme gösterdiği, literatürde yer alan kümelenme kapasitesine sahip olduğu, önemli bir katma değer ve istihdam yarattığı tespit edilmiştir. Diğer yandan Beyşehir'deki yivsiz silah kümelenmesinin; büyüklük, baskınlık ve uzmanlaşma boyutlarında Türkiye ortalamasının çok üzerinde bir göstergeye sahip olduğu ve üç yıldız aldığı görülmüştür.

Clustering is a synergetic structure that consists of a group of production or service enterprises, related economic actors and institutions concentrated in a certain geographical location, showing specialization, producing added value, being close to each other and these mutual proximity and connections. The key elements of clustering are vertical or horizontal complementarity in mass production based on sectoral specialisation; flexible production relations; agglomeration economies or collective efficiency; geographic proximity, local or regional concentration; SME qualified small-scale companies; cultural homogeneity, similar business structures and production systems, together with an environment of cooperation and trust; production, trade and employment sharing etc. between enterprises. can be sorted. Cluster analysis, on the other hand, is to identify the economic power, advantages, current situation, competitiveness and difficulties of a region and to make determinations and put forward suggestions in order to shape the economic future of the region. In this context, the aim of the study is to empirically examine the structures and qualifications of the smoothbore arms producer companies located in the Beyşehir district of Konya province, and their effects on regional development. What makes the study important and the original value is that the mentioned cluster, which has very important contributions to local development, is examined as an exemplary model and brought to the literature. Within the scope of the purpose, the Diamond Model developed by Porter (1999) was applied on 71 participating companies that manufacture shotguns in the Beyşehir district of Konya, and the existing cluster's (1) Factor Conditions, (2) Demand Conditions, (3) Related and Supporting Industries, (4) Its situation is revealed in the dimensions of Firm Structure, Strategy and Competition. Then, the Three Star Analysis, which is suitable and complementary to the model, was carried out and the participant firms (1) dominance, (2) size and (3) specialization were revealed. As a result of the research, it was concluded that the cluster in question had a positive and strong effect on regional development; It has been determined that it has competitive power especially in export channels, shows an effective development, has a clustering capacity mentioned in the literature, and creates an important added value and employment. On the other hand, the shotgun industry cluster in Beyşehir; size, dominance and specialization dimensions, it has been seen that it has an indicator that is well above the average of Turkey and has three stars.
