Özet

Şiddet ve iktidar kavramları ilk insan topluluklarından bugüne her zaman ilişki içerisinde olmuştur. Yaşanan tarihsel süreçte iktidar ve şiddet ilişkisi farklı şekillerde tezahür etse de, varlığını her daim sürdürmüştür. Bu ilişki Thomas Hobbes'un siyaset teorisinde de kendisini göstermiştir. Bu tezin temel amacı, modern devlet anlayışının kurucusu sayılan Thomas Hobbes'un siyaset teorisinde, iktidar ve şiddet ilişkisinin incelenmesidir. Hobbes'un kurguladığı devlet modelinin mutlak, bölünemez ve sınırsız yetkilere sahip oluşu, onun bazı çevrelerce totaliter bir düşünür olarak değerlendirilmesine neden olmuştur. Ancak Hobbes'un devlete tanıdığı bu yetkiler, devleti oluşturan bireylerin can ve mal güvenliği gibi temel hak ve hürriyetlerinin korunabilmesi amacını taşımaktadır. Totaliter rejimlerde ise esas amaç, rejimin ve iktidarın korunmasıdır. Ayrıca totaliter rejimler, rıza unsuru ile yapılan rasyonel bir sözleşme ile değil, şiddet ve çatışma sonucu kurulmaktadır. Bu nedenle Hobbes'un, totalitarizme değil liberalizme yakın bir düşünür olduğu söylenebilir. Hobbes'un şiddet yetkisini iktidar tekeline bırakması ile oluşan modern devlet anlayışı, günümüzde halen etkisini sürdürmektedir. Çünkü bu model ile iktidarların şiddet yetkisi, meşru ve rasyonel bir zemine oturmuştur. Onun teorisinde devletin şiddet tekeline sahip olmasının amacı, doğa durumundaki şiddet tehdidinin ortadan kaldırılması ve bireysel hakların korunmasıdır. Günümüz devletlerinde ise iktidarlar, şiddeti bireysel hakların korunmasından ziyade, kendi egemenlik alanlarını sağlamlaştırmak ve korumak amacıyla kullanmaktadır. Özellikle 20. Ve 21. Yüzyılda yaşanan insan hakları ihlalleri nedeniyle, devlet şiddetinin amacı dışına çıktığı ifade edilebilir.

The concepts of violence and power have always been in a relationship since the first human societies. Although the relationship between power and violence has manifested in different ways in the historical process, it has always existed. This relationship also showed itself in the political theory of Thomas Hobbes. The main purpose of this thesis is to examine the relationship between power and violence in the political theory of Thomas Hobbes, who is considered the founder of the modern state understanding. The fact that Hobbes's state model has absolute, indivisible and unlimited powers has caused him to be evaluated as a totalitarian thinker by some circles. However, these powers granted to the state by Hobbes aim to protect the fundamental rights and freedoms of individuals forming the state, such as the security of life and property. In totalitarian regimes, the main purpose is the protection of the regime and power. In addition, totalitarian regimes are established as a result of violence and conflict, not by a rational contract with the element of consent. For this reason, it can be said that Hobbes is a thinker close to liberalism, not totalitarianism The modern understanding of the state, which was formed when Hobbes left the power of violence to the monopoly of power, still continues its influence today. Because with this model, the authority of the governments to violence is based on a legitimate and rational basis. In his theory, the purpose of the state's monopoly of violence is to eliminate the threat of violence in the state of nature and to protect individual rights. In today's states, governments use violence to consolidate and protect their own sovereignty, rather than to protect individual rights. It can be stated that state violence goes beyond its purpose, especially due to human rights violations in the 20th and 21st centuries.
