Özet
Özgürlük kavramı şüphesiz tarih boyunca siyaset felsefesinin temel değerlerinden biri olmuştur. Ancak siyasal düşünceler içerisinde özgürlüğün birey için mi yoksa toplum için mi öncelikli olacağına dair tartışmalar yıllar boyunca süregelmiştir. Bu tartışmalarda özellikle kendini bireyin özgürlüğünü sağlamada tek yol olarak gören liberal düşünceye karşı cumhuriyetçi düşünce geleneği karşımıza çıkmaktadır. Cumhuriyetçilik, antik çağlardan beri çeşitli tarihsel süreçleri yaşayan ve bugün etkisini sürdüren bir düşünce geleneğidir. Cumhuriyetçi düşünce geleneğinde önemli olan ve çalışmamız gereği üzerinde yoğunlaştığımız kavramlardan biri özgürlüktür. Özgürlük kavramı cumhuriyetçi gelenek içerisinde dönemin sosyal ve siyasal şartlarına bağlı olarak şekillenmiştir. Bu çalışmada özgürlük kavramı, cumhuriyetçi düşünce geleneği temelinde ele alınmıştır. 20.yüzyılda cumhuriyetçiliği bir yönetim biçimi olarak inceleyen Philip Pettit'in geliştirmiş olduğu özgürlük teorisi kapsamlı bir biçimde incelenmiştir. Bununla birlikte cumhuriyetçi geleneğin daha iyi anlaşılabilmesi adına çalışma içerisinde tarihsel serüveni aktarılmıştır. Farklı dönemlerde farklı yorumlamalara bağlı olarak öne çıkan yurttaşlık, özgürlük ve eşitlik gibi cumhuriyetçi değerler incelenmiştir. Çalışmanın amacı, cumhuriyetçi düşünürler arasında özgürlük kavramını kendine özgü bir şekilde ele alan Philip Pettit'in 'tahakkümsüzlük' idealini soruşturmak, bu politik idealin cumhuriyetçi yönetim içerisinde gerçekleştirebileceği gerekli koşulları açığa çıkarmaktır.

The concept of freedom has been undoubtedly one of the fundamental values of political philosophy throughout history. But, with debates whether freedom should be a priority for the individual or for the society have been going on for years. In these debates, the tradition of Republican thought in particular developed against liberal thought, which saw itself as the only way to ensure the freedom of the individual. Republicanism is a tradition of thought that has experienced various historical processes since ancient times and continues to be influenced today. One of the concepts that are important in the tradition of republican thought and that we focus on for our study is freedom. The concept of freedom was shaped in the tradition of republican thought depending on the social and political conditions of the period. In this study, the concept of freedom is discussed on the basis of the tradition of republican thought. The freedom theory developed by Philip Pettit, who in the 20th century examined republicanism as a form of governance, a theory has been extensively examined. In addition, his historical adventure has been conveyed in order to better understand the tradition of Republican thought. Republican values such as citizenship, freedom and equality, which featured depending on different interpretations in different periods, were examined. The purpose of this study is to investigate Philip Pettit's ideal of“non-domination”, who handle the concept of freedom among republican thinkers in a unique way, and to reveal the necessary conditions that this political ideal can achieve within the republican administration.
