Özet
Bu çalışmanın amacı demokrasi ve polis eğitimi kavramlarından yola çıkarak çağdaş polislik kavramı analizi üzerinden Türkiye ve Kırgızistan'da polislik eğitimini incelemek ve iki ülke arasında karşılaştırma yaparak, bu alanda yaşanan sorunlara yönelik değerlendirmelerde bulunmaktır. Çalışmanın temel tezi, demokratik anlamda Türk polis eğitim sisteminin Kırgızistan polis eğitim sistemine göre daha gelişmiş durumda olduğudur. Öncelikle bu çalışmada, tezin konusunu oluşturan kavramların tanımları ve teorik yaklaşımlar geniş olarak ele alınmıştır. Özellikle çağdaş polislik anlayışı ışığında demokratik polisliğin temel unsurlarını oluşturan polis-halk ilişkisi, toplum destekli polislik, polisin halka hizmet etmesi, şeffaflık ve hesap verebilirlik, sivil denetim kavramları üzerinde durularak, kavramların önemi ve gereği anlatılmaya çalışılmıştır. Ardından çağdaş polis eğitimi kapsamında Amerika Birleşik Devletleri ve polis eğitiminde başarılı sayılan bazı Avrupa ülkelerinin uyguladıkları polis eğitim sistemleri irdelenmiştir. Ayrıca bu ülkelerde polisliğe alım şartları, müfredat, eğitim şekli, uygulamalı eğitim gibi eğitim sürecinin unsurları da kapsamlı incelenmiştir. Bu arada polis eğitiminde uygulanmasına ihtiyaç duyulan andragojik ve uygulamalı eğitim yaklaşımına da değinilmiştir. Tezin üçüncü bölümde ise Türkiye ve Kırgızistan polis eğitim kurumlarının eğitim sistemleri ayrıntılı olarak ayrı ayrı incelenmiştir. Son dördüncü bölümde ise iki ülkenin polis eğitim sistemlerinin karşılaştırılması yapılmıştır. Bu bölümde polis eğitim sistemin oluşturan; müfredat, eğitimci ve öğrenci statüleri, uzaktan eğitim gibi unsurlar dokuz alt başlıkta karşılaştırılmıştır. Çalışmanın neticesinde, iki ülkenin polis eğitim kurumları arasında bir takım benzerlikler tespit edilmiş olup, bununla beraber birtakım farklılıklar da saptanmıştır. Elde edilen sonuçlara dayanarak Türk polis eğitim sisteminin gelişmişlik düzeyi Kırgız polis eğitimine göre daha ileri düzeyde olduğu sonucuna varılarak tezin iddiasın kanıtlanmıştır.

The purpose of this study examine the policing education in Turkey and Kyrgyzstan through the analysis of the concept of contemporary policing based on the concepts of democracy and police education and making comparisons between the two countries and evaluating the problems in this field. The main thesis of the study is that, in a democratic sense, the Turkish police education system is more developed than the Kyrgyzstan police education system. First of all, in this study, the definitions of the concepts and theoretical approaches that constitute the subject of the thesis are discussed in detail. Especially in the light of contemporary policing, the concepts of police-public relations, community-supported policing, police service to the public, transparency and accountability, civilian control, which constitute the basic elements of democratic policing, are emphasized, and the importance and necessity of the concepts are explained. Then, within the scope of contemporary police training, the police training systems implemented by the United States of America and some European countries considered successful in police training were examined. In addition, the elements of the education process such as the conditions of policing in these countries, curriculum, education style, practical training were also examined in detail. Meanwhile, the andragogical and practical training approach that needs to be implemented in police training is also mentioned. In the third part of the thesis education systems of Turkey and Kyrgyzstan police training institutions was examined in detail separately. In the last part, the comparison of the police education systems of the two countries has been made. This section constitutes the police education system; elements such as curriculum, educator and student status, distance education was compared under nine sub-headings. As a result of the study, some similarities were found between the police training institutions of the two countries, however, some differences were also identified. Based on the results obtained, it was concluded that the development level of the Turkish police education system is more advanced than the Kyrgyz police training, and the thesis's claim has been proven.
