Özet
ÖZET Günümüzde modern örgütlerin en gelişmiş örneği devlettir. Toplumsal yaşamın pek çok bölümünü etkileyen devleti oluşturan kurumsal örgütler, kamu hizmetlerinin yürütülmesi sırasında kuruluş amaçlarında belirtilen toplumsal yaran gerçekleştirmek ve engelleri, olumsuzlukları tespit etmek ve aşmak için beraberinde denetim mekanizmasını da taşımaktadırlar. Bu işlevsel anlamda yönetim fonksiyonlarının tamamlayıcısı olan denetim fonksiyonunun yapısal anlamda yönetime yansımasıdır. Yönetimin etkinliğinde bütün yönetsel fonksiyonların etkin olarak yerine getirilmesinin etki ve önemi vardır. Fakat, sadece denetim sayesinde yönetsel işlev ve faaliyetler büyüteç altına alınabilir, diğer yönetim fonksiyonlarının amaca uygunluğu kontrol edilebilir, varsa sapmalar belirlenerek kaldırılabilir. Yönetimin amacı, yönetsel işlemlerin yönetsel amaçlara yöneltilmesini sağlamaktır. Denetimin amacı ise, yönetsel amaçların gerçekleşip gerçekleşmediğini saptamaktır. Denetim olmadan yönetim sürecinin tamamlanması mümkün olmadığı gibi, etkin bir denetim olmadan etkin bir yönetimden de söz etmek mümkün değildir. Ülkemizde, denetim konusunda sistemli bir yaklaşım benimsenmeli, denetim kuruluşları arasında merkez ve taşra dengesi kurulmalı, etkinlik ve yerindelik denetimleri ile mevzuata uygunluk denetimi açısından gerekli iş bölümü ve işbirliği sağlanmalıdır.

ABSTRACT J Government is the most developed model of the organizations of these days. The institutional organizations forming the government effects the life of the community while executing the works which are for the benefit of public described in their establishment constitution and also bears the control mechanism to detect the obstructions and negative actions. This functional meaning is the reflection of the complementation of the administrative functions to the administration of control functions. In the effectiveness of the administration all administrative functions being applied have effects and importance. However, administrative functions and activities can be taken under magnifying glass only through controlling and the functions of the other administration can be checked for suitability and deviations if any, can be detected and eliminated. Aim of the administration is to provide administrative actions for administration purposes. Purpose of the controlling is to determine whether the administrative purposes are fulfilled or not. As it is not possible to complete the administration duration without controlling, without the effective controlling it is not possible to mention anything about an effective administration. In our country a systematic approach should be adopted, a balance should be set up between the controlling organizations for Centrum and suburbs and together with effectiveness and suitability the necessary job division and cooperation should be provided to control suitability according to the regulations
