Özet
ÖZET ' Ülkemizde ekonomik dengelerin bozulmasında kamu finansman açığının etkileri bilinmektedir. Son dönemlerde ciddi boyutlara ulaşan bu açığın giderilmesi yerine, açık finansmanın ucuzlatılması yoluna gidilmesi ise, ekonomideki tüm göstergeleri alt üst etmiştir.“Kamu borçlanmasının”ucuzlatılması girişimleri sonucunda, dövize aşın talep gerçekleşmiş, faiz oranlarında önemli yükselmeler gözlenmiştir. Bu çalışmada; ülkemizin ekonomik tarihine geçen 5 Nisan 1994 istikrar Tedbirleri ele alınmıştır. Birinci bölümde, dönemler itibariyle yaşanan ekonomik olaylar, karşılaşılan problemler ve bu sorunların çözümü için uygulanan politikalara yer verilmiştir. İkinci bölümde, 5 Nisan Kararlarının nedenleri açıklanmaya çalışılmıştır. Bu nedenleri ortadan kaldırmak için amaçlar saptanmış, bu amaçlara uygun araçlar belirlenmiştir. Bu karara birlikte yapılan düzenlemelere ve değişikliklere yer verilmiştir. Üçüncü bölümde, alman istikrar tedbirinin ülkemize uygunluğu tartışılmıştır. 5 Nisan Kararlarının etkilerine değinilerek bu konuda yapılan değerlendirmelere yer verilmiş, tablolar yardımı ile sayısal veriler gösterilerek konu daha detaylı bir şekilde ele alınmıştır. Sonuç kısmında bu kararların ardından getirilen çözüm önerilerine yer verilmiştir. IV

ABSTRACT Goverment's economic policy is considered by some certain economic indicators that show us the economic policy is successful or not. These economic sings brought out the economic equilibrium has been in disorder in our country for a long time. And especially at the begining of the 1994's, this uncomfortable situation got deep definitely. In April 1994, some stability precautions were taken in order to recover Türkiye from an economic crisis. It is known that, public financing gap has an important role in the disorder of economic equilibrium in our country. The applied economic policies which trying to go town the finance gap instead of solving this problem that reached a serious point in the last periods, upset all the economic indicators. With the result of the attemptance of decreasing the public borrowing, an excessive demand for foreign currency and a great number of increased interest rates are realized. In thes study, 5 th April 1995 Stability precautions are described basically. The main subjects of the First Chapter are, the effects of the important economic cases, the problems that faced with and the policies which are used for solving the matters. In the Second Chapter, we tried to explain the reasons of the 5 th April Stability Precautions. In order to solve these problems, significat aims and appropriate instuments are stated with the highest priority. And also, the reorganizations an economy and alternate economic policies are mentioned mainly. In the Last Chapter me discussed whether the economic stability precautions are suitable for our country or not. We wrote the considerations up the economic crisis by touching on the subject of the 5 th April Stability Precautions by using statistics indicators and well informed detailed tables. At the end of this thesis, we handed some suggestive solutions for the 5 th April Stability precautions.
