Özet
ÖZET 2253 sayılı Çocuk Mahkemeleri Kanunu 1979'da yayınlanan yeni bir kanundur. Bu tezde Çocuk Mahkemeleri Kanunu'ndaki cezalar ve emniyet tedbirlerine yer verilmiştir. Bu çalışmadaki amaç suç işlemiş ve korunmaya muhtaç küçüklere uygulanacak cezalar ve emniyet tedbirlerine bakmaktır. Bu tezde ilk olarak ceza ve emniyet tedbiri kavramları ele alınmıştır. Daha sonra ceza ve emniyet tedbirlerine hakim olan ilkelere değinilmiştir. Üçüncü bölümde ise ceza ve emniyet tedbirlerinin uygulanacağı küçükler sistematik olarak ele alınmıştır. Son bölümde ise ceza ve emniyet tedbirlerini tamamlayan kurumlara değinilmiştir. Bu tezde, her ne kadar eksik olsa da 2253 sayılı kanunun olumlu bir gelişme olduğu görülecektir.

ABSTRACT The Act of Juvenile Court numbered 2253 has been a new act which was passed in 1979. In this thesis punishments and safety measurements in the Act of Juvenile Court are taken place. The aim in this work is to bring in to variations to safety measurements applied for children associated with crimes or not. Firstly in the thesis the concepts of punishment and safety mesurement are consideret. Seconly the prenciples of matterial criminal law dominated on punishments and safety measurements are mentioned. Thirdly, in the next chapter under ages on whome punishments and safety mesurements are to the applied are systematically handled. In the last chapter, institutions which complete punishments and safety mesurements are dealt. According to the thesis, in spite of its weakness the act numbered 2253 is seen a significant development in this area.
