Özet
ÖZET Bu çalışmada Cumhuriyet dönemi Türk eğitim sistemi, dayandığı kültürel değerler, hedeflerini gerçekleştirmek üzere geliştirdiği politika ve uygulamalar ve bu politika ve uygulamaların temelinde yer alan felsefi görüşler boyutlarında irdelenmiştir. Yapılan irdeleme sonucunda, Cumhuriyet dönemi Türk eğitim sisteminin, gerek dayandığı kültürel değerler sistemi, gerek temelinde yer alan felsefi görüşler ve gerekse döneme ait politika ve uygulamaları açısından sistematik, tutarlı ve bütüncül bir yapı taşımadığı sonucuna ulaşılmıştır. Ulaşılan sonuç gereği sistemin, felsefece sistemci felsefe görüşüne göre, kuramsal olarak da sistemci eğitim kuramına göre, kendi özgün tarihi ve birikimi de dikkate alınarak yeniden temellendirilip kuramlaştırılabileceği ve temellendirilip kuramlaştırılması gereği vurgulanmıştır. Bu bağlamda çalışmanın ilk bölümünde, sistemci felsefe görüşü ile sistemci eğitim görüşleri ayrı ayrı bölümler halinde olmak üzere, sistemci yaklaşım tanıtılmaya çalışılmıştır. İkinci bölümde ise, Türk eğitim sistemi, dayandığı kültürel temeller, Cumhuriyet dönemi eğitim politika ve uygulamaları ve bu politika ve uygulamaların dayandırıldığı felsefi görüşler alt-bölümleri halinde irdelenmiştir. Üçüncü bölümde ise, Türk eğitim siteminin felsefece ve kuramsal olarak temellendirilebilmesi için, sistemci felsefe görüşü ile sistemci eğitim görüşünün olası katkıları ilkeler düzeyinde tartışılmıştır.

231 ABSTRACT In this study, Turkish edcational system is examined in respect both to the cultural background on which it is based, to the educational policies and exacutions within the period of Republic and to the leading philosophical foundations of those policies and exacutions. It is concluded at the end of the relevant examination that the Republican Turkish educational system is not a systemic, congruent and complete sysytem in regard to its cultural background, to actual policies and exacutions and to the philosophical foundations. Then it is emphasized consequently that the Turkish educational system can and should be theorized according to the systems views of philosophy and of education within the consideration of its spesific history and aggregation. In the first Chapter of the study in this context, after the description of the history of systems approach, the systems view of philosophy and of edcation are introduced within seperate sections. In the second Chapter, Turkish educational system is examined within three sections, named“The Cultural Background On Which Turkish Educational System Is Based”,“The Educational Policies and Exacutions within the Period of Republic”and“The Leading Philosophical Foundations of the Republican Educational Policies”. In the third Chapter, the feasible contributions of the systems views of philosophy and of education to the Turkish educational in regard to being philosophically and theoretically installed are argued at the level of basic principles.
