Özet
İnşaat sektörü gerek yarattığı katma değer olsun, gerekse sağlamış olduğu istihdam olanakları olsun ülkelerin ekonomileri için oldukça önemli bir yere sahiptir. İnşaat sektörünün diğer sektörlerle ilişki içerisinde olması bu önemi daha çok arttırmaktadır. Ancak küreselleşen dünyada rekabet ortamının ciddi olarak artması inşaat sektörü pazarında kâr oranlarını düşürmüş, hatta piyasada tutunabilmeyi güçleştirmiştir. Artan maliyetler karşısında maliyetlerini azaltmak isteyen firmalar çeşitli çözüm yolları arayışlarına girmiştir. Bu çalışmada firma maliyetlerinde önemli bir yere sahip olan işçilik giderlerinin; uygulamaya konulan yeni teşviklerin yürürlüğe girmesi sonucu personel maliyetleri üzerindeki olumlu etkisi üzerinde durulmuştur. Örnek bir uygulama ile personel maliyetleri teşvikli ve teşviksiz olarak hesaplanmış ve de yürürlükteki teşvik uygulamalarının inşaat sektöründeki maliyetleri önemli bir ölçüde azalttığı ancak bu olumlu etkiyi ekonomik kalkınma hedeflerinde göstermediği sonucuna ulaşılmıştır.

The construction sector has a very important place for the economies of the countries, both it is the added value it creates or the employment opportunities it provides. The fact that the construction sector is in relation to other sectors increases its importance even more. However the significant increase in the competitive environment in the globalized world has reduced the profit rates in the construction sector market an even made it difficult to exist in the market. Companies that want to reduce their costs against of the increasing costs have started to explore for solutions. In this study focused to the positive effect of labor costs, which have an important place in company costs, on personnel costs as a result of the implementation of the incentives put into practice. With an exemplary practice, staff costs are calculated as incentives and non- incentives, and it has been concluded that current incentive practices significantly reduce costs in the construction industry, but do not have this positive impact on economic development goals
