This study aims to analyze the small and medium size enterprises (SME) in Türkiye and European Communily Countries in the context of policies, applications and conduct a research on the financial problems of those companies in Türkiye. In the first chapter, a general definition of SME's and importance attached to those companies in Türkiye and in the World are examined. It has seen that the definition or classification under the name of SME differs from country to country, however, the problems faced by such enterprises are quite similar to each other. In the second chapter, the problems faced by SME's in general are analyzed and grouped under problems arising from the system and managerial ones. Among the many problems they face, financial problems seemed to be one of the major group and can't be solved by their own effort. In the third chapter, financial problems of SME and existing financial situation in Türkiye are explained. These problems are analized with reference to current bank loans, other financial instruments, incentives and tax legislations. The importance of credit guarantee fund and venture capital are explained also in this chapter. The fourth chapter examines the financial policies and facilities open to SME's in European Community Countries. Also policies appliable in Turkish practise is pointed out. The fiflh and the final chapter consists of the research about the financial problems of Turkish SME's and research findings suggestions. The hypothesis is that Turkish SME's are unconcious about the reasons of their problems. It has been found out that even in some cases they create their own problems by wrong policies followed. Suggestions are given to better off the SME's.
