Özet
Türkiye'de 2017 yılında yapılan Anayasa değişikliği ile cumhurbaşkanlığı hükümet sistemi uygulanmaya başlanmıştır. Bu tez çalışmasında cumhurbaşkanlığı hükümet sistemi denge ve denetimin bir gereği olan bütçe hakkı açısından değerlendirilmiştir. Çalışmanın ilk bölümünde genel olarak denge ve denetime ilişkin açıklamalar yapıldıktan sonrabaşkanlık sistemindeki denge ve denetim unsurları incelenmiştir. İkinci bölümünde ise bütçe hakkına ilişkin değerlendirmelere yer verilmiştir. İkinci bölümün başında bütçehakkı tanımı, unsurları ve tarihsel gelişimi üzerinde durulmuştur. Sonrasında farklı hükümet sistemi örneklerinde bütçe hakkının denge ve denetimdeki rolü ve etkililiğine ilişkin değerlendirmeler yapılmıştır. Üçüncü bölümün başında cumhurbaşkanlığı hükümet sistemindeki denge ve denetim unsurları incelenmiştir. Çalışmanın son aşamasında Türkiye'de bütçe hakkının tarihsel gelişimi ele alındıktan sonra cumhurbaşkanlığı hükümet sisteminde bütçe sürecinin nasıl işlediği ve bütçehakkı açısından değerlendirme yapılmıştır. Son olarak da cumhurbaşkanlığı hükümet sisteminde bütçe hakkının denge ve denetimdeki rolü ve etkililiğinin arttırılmasına yönelik çözüm önerileri sunulmuştur.

In Turkey, with the amendment of the constitution made in 2017, the Presidential Government System began to be applied. In this thesis, Presidential Government System was evaluated in terms of power of the purse which is a necessity of check and balance In the first part of the work, after explanations generally on check and balance were made, the elements of check and balance in the Presidential System was examined. As for the second part of the work, evaluations on the power of the purse were stated. In the beginning of the second part, definition, elements, and historical development of the power of the purse were dwelt upon. Subsequently, evaluations on the role and effectiveness of the power of the purse in check and balance in the examples of some other government systems were made. In the last part of the work, after the historical development of the power of the purse was discussed, how the budget process works in the Presidential Government System and its evaluation in terms of power of the purse were stated.In the beginning of the thirth part the elements of check and balance in the Presidential Government System was examined. Finally, solutions were offered in order to increase the role and effectiveness of the Presidential Government System's power of the purse in check and balance.
