Özet
Zaman içerisinde insanoğlunun farklı gereksinimleri ile ilişkili olarak“kalkınma”nın anlamı değişmiş, daha kapsamlı bir tanımının yapılması ihtiyacı doğmuştur. Böylece kalkınma tanımını içerisine kültür, eğitim, sağlık gibi farklı dinamikler de eklenmiştir. Günümüzde müzelerin de, toplumsal rolleri ile kapsayıcı hale gelmesi ve sosyal, kültürel ve ekonomik olarak toplumsal yaşama destek olma gibi amaçlar edinmesi sonucunda kültürel kalkınmanın itici güçlerinden biri olarak kabul edildikleri görülmektedir. Alanda geliştirilen teoriler ve gerçekleştirilen çalışmalar doğrultusunda kültürel kalkınmanın ana odaklarından birinin müzeler olduğu gerçeği küresel anlamda yadsınamaz hale gelmiştir. İngiltere, İspanya ve İtalya gibi ülkelerde gerçekleştirilen müze odaklı bölgesel kalkınma projeleri, müzelerin bölgesel kalkınmada etkin rol oynadığını göstermiştir. Türkiye'de de, dünyada olduğu gibi Bölgesel Kalkınma Ajansları desteği ile müze projeleri gerçekleştirilmekte ve bu projelerin bölgesel kalkınma hedeflerini desteklemesi beklenmektedir. Ancak alanyazında bu projelerin kalkınmaya olan etkisinin ve sürdürülebilirliğinin incelendiği bir çalışma bulunmamaktadır. Bu tez çalışmasının amacı Türkiye'de Bölgesel Kalkınma Ajanslarının desteği ile gerçekleştirilen müze projelerinin betimlenmesi ve bu projelerin bölgesel kalkınma hedeflerine katkısının tartışılmasıdır. Buradan hareketle, kültürel kalkınma için yerel yönetimler ve müzelerin işbirliğinin önemi vurgulanmış ve Bölgesel Kalkınma Ajansları desteği ile müze projeleri alanyazın taraması, doküman incelemesi ve görüşme yöntemi ile toplanan verilerle incelenmiştir. Katılımcı müzelerdeki müze uzmanları ile yüz yüze gerçekleştirilen görüşmeler ile Bölgesel Kalkınma Ajansları desteği ile gerçekleştirilen müze projelerinin tasarım, uygulama, değerlendirme süreçlerine yönelik bilgileri ve projelerin sürdürülebilirlikleri hakkındaki görüşleri alınmıştır. Bu projelerin uygulanmasının ve sürdürülebilirliğinin sağlanması konusunda insan kaynağı ve bütçe yetersizliği gibi ortak problemler gözlenmiştir. Proje sonrasında ise katılımcı müzelerin değerlendirmeye yönelik nesnel bir çalışma yapmadıkları tespit edilmiş ve müzeler arasında çok yaygın olan sözlü kişisel gözlem ifadelerine dayalı değerlendirmelerin öznel kalmakta olduğu görülmüştür.

The meaning of the“development”has changed in relation to the different needs of human beings and a more comprehensive definition has emerged. Therefore, different dynamics such as culture, education, and health have been added to the definition of development. Today, it is accepted that museums are one of the driving forces of cultural development as a direct result of their social, cultural and economic roles in social life. In the light of the newly developed theories and studies, it has become globally undeniable that the museums are one of the main focus of cultural development. For instance, in countries such as England, Spain and Italy, museum-oriented regional development projects have proven this fact. In Turkey, similar to the rest of the world, museum projects are developed with the support of the Regional Development agencies and these projects are expected to contribute to the regional development goals.However, in the literature, there is no study about examining the effects and sustainability of these projects on the development. The purpose of this research is to describe the museum projects which are carried out with the support of Regional Development Agencies in Turkey and to discuss their contribution to the regional development objectives. Thus, the importance of the cooperation of local administrations and museums for cultural development was taken as a basis, and museum projects supported by Regional Development agencies are examined based on the literature reviews, document reviews and the data collected through interviews. For the participating museums, face-to-face interviews were held with museum experts; their views on the design, implementation processes and sustainability of the projects were taken and these data were analyzed for the purpose of the study. Common problems encountered in the implementation and sustainability of these projects such as insufficient budget and human resources were realized. It is observed that participating museums do not conduct an objective survey after the finalization of projects; evaluations based on verbal subjective observations are rather common.
