Özet
1.Dünya Savaşı sonrasında Osmanlı Devleti'nin parçalanması ile Anadolu'da başlayan milli mücadele sonucunda yeni bir Türk Devleti kurulmuştur. Kaynağını doğrudan halktan alan bir egemenlik anlayışının ürünü olarak ortaya çıkan yeni devletimizde, 1921 anayasasından bugüne kadar hükümet sisteminde değişiklikler yapılmıştır. 1921 anayasası döneminde meclis hükümeti sistemi, 1924, 1961 ve 1982 anayasaları döneminde ise parlamenter hükümet sistemi benimsenmiştir. 2007 yılında ortaya çıkan 11. Cumhurbaşkanının seçimi krizi sonrasında Cumhurbaşkanının doğrudan halk tarafından seçilmesine ilişkin anayasa değişikliği, parlamenter sistemin rasyonelleştirilmesi amacından farklı sonuçlar doğurmuş, sistemi parlamenter sistemden farklı bir hale sokmuştur. TBMM, 2016 yılında Türkiye'de uzun zamandır tartışılan başkanlık sistemine geçiş için anayasa değişikliği çalışmalarına başlamıştır. Meclis tarafından hazırlanan teklif, halk oylaması neticesinde kabul edilmiştir. Anayasa Hukuku'nda klasik hükümet sistemleri içinde yer alan başkanlık sisteminin özelliklerini içinde barındıran Cumhurbaşkanlığı Hükümet Sistemi, yasama ve yürütme organlarını ve fonksiyonlarını yeniden düzenlemiştir. Bu bağlamda bu çalışma kapsamında hükümet sistemleri hakkında bilgi verildikten sonra yeni hükümet sistemimize kadar Cumhuriyet dönemi anayasalarında önceki hükümet sistemlerimiz anlatılacak ve yeni hükümet sistemimizde dar anlamda yürütme organı ve fonksiyonunu incelenmeye çalışılacaktır.

As a result of the national struggle that began in Anatolia after the dismemberment of the Ottoman Empire after the First World War, a new Turkish State was established. In our new state, which has emerged as a consequence of a sovereignty concept that takes its origin directly from the people, changes in the government system have been made from the 1921 constitution to the present. One chamber system was acknowledged in the 1921 constitution and the parliamentary government system was acknowledged in the 1924, 1961 and 1982 constitutions. Following the crisis of the election of the 11th President in 2007, the constitutional amendment regarding the election of the president directly by the people has led to different results than the rationalization of the parliamentary system and has made the system different from the parliamentary system. Grand National Assembly of Turkey started to work for constitutional changes long-discussed a transition to a presidential system in 2016. The proposal prepared by the Assembly was acknowledged as a result of the referendum. The Presidential Government System, which includes the features of the presidential system within the classical government systems in the Constitutional Law, reorganized the legislative and executive organs and functions. In this context, within the scope of this study, after giving information concerning government systems, our previous government systems will be explained in the constitution of the Republic period until the new government system and in our new government system, the executive organ and its function will be examined in a narrow sense.
