Özet
Eğitime katılımın bir maliyeti söz konusudur ve bu maliyet devletin yanı sıra hanehalkları tarafından da karşılanmaktadır. Devletin eğitime ilişkin yapmış olduğu harcamaları var olan hizmetin gerçekleştirilmesi ve hizmetin desteklenmesi ile ilgili kamu sorumluluğuna vurgu yaparken hanehalkları tarafından gerçekleştirilen eğitim harcamaları eğitim hizmetlerinden faydalanmayı vurgulamaktadır. Devlet üstlendiği sorumluluk gereği tüm birimlere aynı miktarda hizmet sunarken, hanehalkları tarafından gerçekleştirilen eğitim harcamaları tüm haneler için aynı miktarda olmamaktadır. Bu harcamalar birtakım sosyo-ekonomik faktörlere farklılık göstermektedir. Hanehalklarının gerçekleştirdikleri eğitim harcamaları tüm eğitim düzeyleri için de aynı olmamaktadır. Bazı eğitim seviyeleri temel ve destekleyici gereksinimler bakımından daha fazla maliyeti beraberinde getirebilmektedir. Türkiye İstatistik Kurumu 2017 hanehalkı bütçe anketi verilerinin kullanıldığı bu çalışmanın amacı hanehalkları tarafından gerçekleştirilen eğitim harcamalarının belirleyicilerini tespit etmek ve aynı zamanda farklı düzeylerde gerçekleştirilen eğitim harcamalarının da aynı belirleyiciler tarafından etkilenip etkilenmediğini incelemektir.

There is a cost of educational attainment, which is covered by households as well as the state. Goverment expenditures on education emphasizes public responsibility for the provision and support of existing services, while household expenditures emphasizes the use of education services. While the government provides the same amount of services to all units due to its responsibility, education expenditures made by households are not the same for all households. These expenditures vary according to some socio-economic factors. The household education expenditures are not the same for all education levels. Some levels of education may cost more in terms of basic and supportive requirements. The purpose of this study is to identify determinants of household education expendiures and to examine whether education expenditures at different levels are affected by same determinants. Data used in the study was obtained from the 2017 household budget survey, which was prepared by Turkey Statistical Institute.
