Özet
Bu araştırmanın amacı, Temel Lise ve Özel Öğretim Kursu kavramlarının ne anlamlara geldiği, dershanelerin kaldırılması sonrasına denk gelen yaklaşık beş yıllık süreçte dönemsel olarak neler yaşandığı, aynı zamanda bu zaman zarfında arz ve talep gruplarının nasıl konumlandığı, evirildiği açıklanmıştır. Bunu yaparken Türk Eğitim Tarihinde özel ders, dershane, özel okulun nasıl yer bulduğu kanunlar, yönetmelikler, raporlar ve diğer akademik yayınlar üzerinden anlatılmıştır. Günümüzden geçmişe doğru tarih biliminin yardımıyla bir yansıtma yapılmıştır. Bu bir nitel araştırmadır ve çalışma alanı olarak da Ordu ile evren seçilmiştir. Bu çalışmanın yönteminde belirlenen eğitim paydaşlarına nitel araştırmanın içinde yer alan desen türlerinden biri olan fenomenoloji (olgu bilim) deseni uygulanmıştır. Mülakat tekniği ile eğitim paydaşlarından olan eğitim yöneticilerine, öğretmenlere, öğrencilere, velilere on iki ve on üç adetten oluşan açık uçlu sorular sorulmuş, sorulara alınan cevaplar ses kaydı ile veri tabanı oluşturulmuştur. Araştırma sonucu elde edilen verilerin düzenlenmesiyle elde edilen bulgular, Ordu ilinde temel liselerin bir geçiş formülü olarak algılandığını, özel öğretim kurslarının ise dershanelerin devamı gibi görüldüğünü göstermiştir. Ayrıca, Temel Lise ve Özel Öğretim kurslarının eğitim alanında akademik, sosyal, ekonomik anlamda göstermiş olduğu etkileri ortaya çıkaran temalarla katılımcı fikirleri ve önerileri alan yazınına aktarılmıştır. Sahadan hareketle, eğitim ve üniversiteye geçiş sisteminde müzmin sorunlar haline gelmiş konuları çözmeye yönelik bir çalışma hazırlanmıştır.

The aim of this study is to explain the meaning of the concepts of Basic High School and Private Teaching Institutions, what happened during the period of approximately five years after the abolition of private teaching institutions and how the supply and demand groups were positioned and evolved during this time. In doing so, the history of private education, private teaching institutions and private school in the history of Turkish Education is explained through laws, regulations, reports and other academic publications. A projection has been made with the help of history from today to the past. The questions posed to students and parents were cleared of technical terms for a better understanding. After that, data analysis was conducted and field research was conducted within the context of content analysis of experiences and meanings, and an attempt was made to contribute to the in-depth detection and solution of a problem. This is a qualitative research and the study area was chosen as the city of Ordu. Phenomenology, which is one of the pattern types in the qualitative research, was applied to the education partners identified in the method of this study. With the interview technique, open-ended questions consisting of twelve and thirteen items were asked to the education managers, teachers, students, parents who are among the education partners, and the answers were used for creating databases. Findings obtained from the research showed that basic high schools in Ordu were perceived as a transition formula, and private teaching courses were seen as continuation of private teaching institutions. In addition, the participants' ideas and suggestions were transferred to the literature with themes that revealed the effects of Basic High School and Private Teaching Courses in academic, social and economic terms. Based on the field, a study has been prepared to solve the problems that have become chronic in education and transition to university.
