The collapse of the USSR caused to create a new system and reorganize the old government. The importance of Local Governments from political point lies in enabling people to take part in the governance and improving democracy, from economic view they are important because of making service supplies more effective and more appropriate to demand. Furthermore, Local Governments gain in importance simultaneously with the global decentralization process and become more urgent for Kyrgyzstan to successfully create and develop market economy. The reorganization process should be accomplished on the basis of making services more effective and enabling people to take part in the governance. However, it is imperative to provide resources to Local Governments proportionally to delegated powers to them. In this connection, the improvement and mobilization of local income resources in transition economies is strongly required. The degree thesis was done on the subject of“Financial Decentralization in transition economies. On Kyrgyzstan basis”and were analyzed financial relations between transition economy governments, reforms made in the Kyrgyz Government since 1991, and were given proposals to financial decentralization problems.
