öz KORUMA VE GELİŞTİRME İÇİN ARKEOLOJİK MİRASIN İŞLETİMİ ÖRNEK ÇALIŞMA: FASELİS AKAN, Tuba Yüksek Lisans, Restorasyon Ana Bilim Dalı, Mimarlık Bölümü Tez Yöneticisi: Öğ. Gör. Nimet Özgönül Eylül 1996, 263 sayfa Son zamanlarda dünyada olduğu kadar ülkemizde de arkeolojik alanların korunması, sunumu ve gelişimine yönelik artan bir ilgi söz konusu. Ancak, pozitif potansiyel taşıyan bu eğilim, eğer iyi kontrol ve koordine edilmezse, kültür mirasımızın bu son derece önemli parçası için yıpratıcı bir güce dönüşebilir, ki bu tür örneklerle sıkça karşılaşmaktayız. Bu noktadan yola çıkarak, bu tez, arkeolojik mirasın işletmesi konusunu bir arkeolojik alana yaklaşımda, en baştan onu iyi ve kötü bütün verileriylebir bütün olarak ele alan ve bu bütünün koruma ve gelişimini organize bir birim tarafından koordine eden bir metod olarak incelemektedir. Bu genel çerçeve içerisinde konu iki kısımda ele alınmıştır; birinci bölüm konunun tanıtımı, diğeri örnek çalışma. İlk kısımda, arkeolojik araştırma, koruma, planlama ve işletme konularında değişik disiplinlerden bilgiyi biraraya getirerek bunları arkeolojik kaynakların programlanmasında kullanan 'arkeolojik mirasın işletmesi' kavramı ve özellikle Türkiye gibi üçüncü dünya ülkeleri için artan önemi ortaya konmaktadır. Uygulama kısmında Türkiye'deki klasik dönem arkeolojik sitlerinden biri olan Phaselis incelenerek, bu alan için koruma ve geliştirme amaçlı bir işletme modeli geliştirilmektedir. Bu bölümde, Phaselis'le ilgili verilerin toplanması, bunların analizi ve değerlendirilmesi, daha sonra istetme politikasının saptanması, öneri işletme organizasyon modelinin hazırlanması ve gelecekteki değişik ölçekteki projelere yardımcı olacak ana prensiplerin geliştirilmesi konuları ele alınmaktadır.

ABSTRACT MANAGEMENT OF ARCHAEOLOGICAL HERITAGE FOR CONSERVATION AND DEVELOPMENT CASE STUDY: PHASELIS Akan, Tuba M.S., in Restoration, Architecture Supervisor: Inst. Nimet Özgönül September 1996, 263 pages In recent times, there is a growing interest in the world as well as in our country for protection, presentation and development of archaeological sites. However, this potentially positive trend may turn to a destructive force - as we are so often become face to face with the examples of this kind - for this extremely important piece of our cultural heritage, if it is not well controlled and co-ordinated. Starting from this point, the thesis examines archaeological heritage management as the method of approaching to an archaeological site as a coherent whole, considering all its positive and negative aspects, from the very beginning, IIIand co-ordinating the conservation and development of this whoie by an organised body. Within this general outline, the subject is handled in two sections; first part is a detailed introduction and the other one is the case study. In the first part, the concept of archaeological heritage management, which gathers information about research, protection, planning and administration from different disciplines and uses them in the programming of archaeological resources, and the rising demand for it especially in the third world countries such as Turkey are put forward. In the case study section, Phaselis, one of the classical archaeological sites of Turkey, is studied for the development of a conservation and development aimed management model. In this part, the topics handled are, collection of the data related with Phaselis, evaluation of this, than determination of a management strategy, development of a management model and determination of guide-lines to be applied in the further stages.
