Özet
Bu tez çalışmasında dar gelirlilerin konut ihtiyacının karşılanmasına yönelik olarak, Kendi Evini Yapana Yardım (Self-Help Housing) Türkiye'de uygulanması bağlamında bir konut üretim modelinin araştırılması amaçlanmıştır. Bu amaca yönelik olarak tez çalışması dört ana bölümden oluşmaktadır. Birinci bölümde, konut sorununun nitel ve nicel boyutları kısaca ortaya konduktan sonra hükümetlerin gün geçtikçe büyüyen konut açığı sorununa çözüm olarak ürettikleri politikalar incelenmiştir. İkinci bölümde ülkemizde konut sunan konut üretim modelleri incelenmiştir. Üçüncü bölümde ise, önce kendi evini yapana yardım sisteminin özellikleri, yardım şekline, uygulanan yollara ve konut özelliklerine göre incelenmiş ve gelişmekte olan ülkelerde devamlı artan konut açığı sonucu insanların bir kısmının kendi konutunu yapmaya devam edeceği ortaya konmaya çalışılmıştır. Dördüncü ve son bölümde önceki bölümlerde yapılan irdelemelerle ulaşılan sonuçlardan hareketle yeni bir konut üretim modeli belirlenerek, modelin çerçevesi çizilmiş, farklı boyutları değerlendirilerek, yeni model oluşturulmaya çalışılmıştır. 76

The main objective of this study is the formulation of a housing production model aimed at housing provision of low income groups with Self- Help Housing method which may applyin Turkey. According to the above mentinoed objective, the thesis consists of four chapters. In the firs chapter, qualitative and qualitative aspects of housing problemare delinated and the historical development of the urbanization and housing problems in our country were handled. Espicially, the economical and political reasons of the big migration which wasrealized in the 1980's were researched. In thesecond chapter, the housing production models wich hesdeveloped upta now was introduced. These models can be divided to 8 (eight) groups as hereunder: 1. The individual housing production model. 2. The housing production model of the construction cooperatives. 3. The construct-sell housing production model 4. The housing production model of the building firms 5. The housing production model by the assistance of the construction cooperatives (domestic administratives). 6. The housing production model of the public installations. 7. The individual aquatter production model. 8. The semiorganized production model. 77In the third chapter, characteristics of self-built housing system are examined according to form of aid, means and characteristics of housing and it would be unavo idable that some people would continue to build their ownhouses because of increasing housing deficiency in developing countries. The fourth and the final chapter of the study is planned to deal with the evaluation of already analysed aspects of previous models. Based on these evaluations the proposed production model has been formulated, its frame work is defined and its vaiours dimensions are put forward so ast evolve the method. 78
