Özet

Devlet canlı bir organizmadır, tıpkı canlı organizmalarda olduğu gibi, organlarının bir bütün içinde çalışması sayesinde devlet yaşamını sürdürebilir. Devleti oluşturan insanlar itaat ve üretime karşılık işçi, köylü ve zanaatkârlar; korunma ve savaşmaya karşılık askerler; yönetme ve bilgi edinmeye karşılık yöneticiler ve bilge sınıflar gelir. Devletler de tıpkı canlılar gibi, çevrelerinde gerçekleşen gelişmeleri daha iyi takip edebilmeli, irdeleyebilmeli ve adaptasyonlarını sağlamalıdırlar. Osmanlı Devleti'nin ekonomik yapısını, para politikalarını, istihdam durumunu buna ek olarak Sanayi Devrimi gibi gelişmelere karşı aldığı tedbirleri incelemek bu çalışmanın amacını oluşturmaktadır. Klasik Osmanlı ekonomisi üç ilkeye dayanmaktadır. Bunlar Provizyonizm, Tradisyonalizm ve Fiskalizmdir. Provizyonizm (iaşecilik) klasik Osmanlı iktisadi sisteminde uzun zaman değişmeden iktisadi kararları yönlendirmiş ilkelerin başında gelir. Provizyonizm ilkesinin amacı kısaca, ülke içinde mal ve hizmet arzının mümkün olduğu kadar bol, ucuz ve kaliteli olmasını sağlamak olarak tanımlanabilir. Osmanlı İmparatorluğu'nun iktisat kararlarına yön veren bir diğer ilke ise Tradisyonalizm. Bu, hali hazırdaki durumu muhafaza etme olarak tanımlanabilir. Değişimin kaçınılmaz olduğu durumlarda ise yeni çıkış yolları aramak yerine, eski duruma geri dönüş olarak ifade edilebilir. Değişim Osmanlı İmparatorluğunun monarşi yönetiminde bir çeşit hastalık olarak değerlendirilirdi. Aynı zamanda sosyal ve ekonomik her türlü değişim gereksiz görülüp, uzun yıllardır denenmiş ve pozitif katkı sağlamış sistemlerin devamı sağlanmaya çalışılırdı. Tradisyonalizm, sosyal ve İktisadi ilişkilerde, dengeleri ve eğilimleri mümkün olduğunca korumak olarak da tanımlanabilir. Fiskalizm, Osmanlı İmparatorluğu'nun sahip olduğu iktisat politikalarını yönlendiren bir diğer ilkedir. Fiskalizm, hazine gelirlerini mümkün olduğu kadar yüksek düzeye çıkarmayı ve ulaşmış olduğu değerlerin altına düşmesini engellemeyi amaçlar. Osmanlı Devleti'nde üretim kapasitesini artırma ve parasal değişimin sağlanması mevcut şartlarda zordu. Bundan dolayı Fiskalizm, hazine gelirlerinin arttırılabilmesi için gelirleri düşürmeme ve harcamaları kısma şeklinde kendini gösterdi. Ordu ve bürokrasi çıkarları, çiftçi, zanaatkâr ve tacirlerin çıkarlarından üstün tutulabilmekteydi. Ülke içinde herhangi bir isyan tehdidi oluşmaması için, İstanbul ve diğer şehirlerin gıda ihtiyacını teminat altına alınması amaçlanıyordu. Bundan dolayı imparatorluktaki fiyatların Avrupa'dakinden daha düşük seviyelerde tutulması, devletin öncelikli hedefiydi. Merkantilizm, Milliyetçilik Akımları, Endüstri Devrimi, Amerika'nın ve yeni ticaret yollarının keşfi gibi gelişmelerin Osmanlı Devleti'ni derinden etkilediğini bilmekteyiz. İngiltere, Sanayi Devrimi sayesinde üretmiş olduğu kitlesel ve ucuz ürünler için yeni pazar talebini ortaya çıkarmıştır. Bu talep İngiltere'yi İngiliz ürünleri ve tüccarları için pazar arayışına itmişti. Avrupa ülkelerinin buna tepkisi gecikmedi ve acilen gümrük duvarlarını yükselterek kapılarını İngiltere'ye kapattılar. Bunun sonucunda ise İngiltere, ticari rotasını Osmanlı Devleti'ne çevirmişti. Osmanlı Sanayi'sinin 1820'li yıllara kadar rakipleri ile rekabet edebilecek düzeyde olduğu bilinmektedir. İngiltere'nin eli ile gerçekleşen Mısır Valisi Mehmet Ali Paşa'nın isyanı sonucunda, İngiltere bu ticari hedefine ulaşabilmiştir. 1838 yılında Serbest Ticaret Antlaşması, İngiltere - Osmanlı Devleti arasında Mısır tehdidinin ortadan kaldırılması arifesinde imzalanmıştır. Bu antlaşma ile İngiltere politik baskılar ile Osmanlı İmparatorluğuna sınırları içerisinde ithalatta % 5, ihracatta ise % 12 gümrük vergisi ödenmesini kabul ettirmişti. Bunun yanında yabancı tüccarlara iç gümrük vergilerinden muaf tutulmasına, yerli tüccarların ise ödemeye devam etmesine karar verilmişti. Bu büyük avantaj İngiliz tüccarları için çok kârlı idi, İngiliz tüccarlarının Osmanlı topraklarında daha da güçlenmesine neden oldu. Bu antlaşmayla birlikte yerli pazarlar yabancı malların istilasına uğradı. Yeterli bilgi birikiminden ve sermayeden yoksun olan birçok esnaf ve zanaatkâr işlerini kaybetti. Ayrıca bu durum Osmanlı Devleti'nde büyük bir istihdam alanı olan el sanatları sektörünün çökmesine neden oldu. Ülkenin savaş durumunda maliyeye ek gelir sağlamak amacıyla dış ticarette olağanüstü vergiler uygulayabilmesi, ülkeyi dış bağımlılıktan koruyan en önemli sistemi olan Yed-i Vahid Sistemi de bu anlaşma ile birlikte kaldırıldı. Osmanlı Devleti bu gelişmeler karşısında makine üretimine dayalı modern sanayinin kurulması için devletin desteği ile farklı yollar denemiş olsa da yerli üreticinin 20 yıl gibi kısa sürede yok olma düzeyine gelmesi sebebi ile bütçe için gerekli olan finansmanı iç kaynaklardan karşılayamama noktasına gelmiştir. Osmanlı Devleti özellikle 1854 yılında Rusya'ya karşı çıkan Kırım Savaşı sebebiyle çok ağır bütçe açığı vermiş bu bütçe açığını da İngiltere'den aldığı borç ile kapatmak durumunda kalmıştır. Tez çalışması üç bölümden oluşmaktadır. İlk bölümde Osmanlı Devleti'nin para sistemi ve tağşiş politikaları, ikinci bölümde Osmanlı Devleti'nin İstihdamı, üçüncü bölümde ise 1838 Serbest Ticaret Anlaşması ile birlikte Sanayi Devrimi ele alınmış olup çalışmada kullanılan yöntem dokümantasyon tarama yöntemidir.

The state is a living organism, just as in living organisms, as its organs function in a whole, the state can survive. The people who make up the state are the workers, peasants and artisans in the face of obedience and production; soldiers against protection and warfare; managers and wise classes come to manage and acquire knowledge. States, just like living creatures, should be able to better follow, evaluate and adapt to the developments in their environment. The aim of this study is to examine the economic structure of the Ottoman Empire, its monetary policies, employment status and the measures it has taken against the developments such as the Industrial Revolution. The classical Ottoman economy is based on three principles. These are Provisionism, Traditionalism and Fiskalism. Provisionism is one of the principles guided by economic decisions in the classical Ottoman economic system. The aim of the principle of provisionism can be defined briefly as ensuring that the supply of goods and services within the country is as abundant, cheap and quality as possible. Another principle guiding the economic decisions of the Ottoman Empire is traditionalism. This can be defined as maintaining the current state. Where change is unavoidable, it can be expressed as a return to the old situation, rather than seeking new ways out. The change was regarded as a kind of disease under the monarchy of the Ottoman Empire. At the same time, all kinds of social and economic changes were seen as unnecessary and tried to ensure the continuation of systems that had been tested for a long time. Traditionalism can be defined as protecting social and economic relations as much as possible. Fiskalism is another principle guiding the economic policies of the Ottoman Empire. Fiskalism aims to prevent treasury revenues as high as possible and not to fall below the values they have reached. Increasing the production capacity and ensuring monetary change in the Ottoman Empire was difficult under current conditions. For this reason, Fiskalism was shown to reduce revenues and reduce spending in order to increase treasury revenues. The interests of the army and the bureaucracy could be kept superior to the interests of farmers, artisans, and merchants. It was aimed to ensure the food needs of Istanbul and other cities in order to prevent any insurgency threats within the country. Therefore, keeping the prices in the empire at lower levels than in Europe was the primary goal of the state. We know that developments such as Mercantilism, Nationalism Movements, Industrial Revolution, America and the discovery of new trade routes deeply affect the Ottoman Empire. It created a new market demand for the mass-produced and cheap products produced by the UK's Industrial Revolution. This demand pushed the UK to the market for British products and traders. The reaction of the European countries was quick and they immediately closed the gates to the UK by raising the customs walls. As a result, the UK turned its commercial route into the Ottoman Empire. It is known that Ottoman Industry was able to compete with its rivals until the 1820s. As a result of the rebellion of the Egyptian governor Mehmet Ali Pasha, which was held by the hand of England, the UK was able to achieve its commercial goal. In 1838, the Free Trade Agreement was signed on the eve of the elimination of the Egyptian threat between Britain and the Ottoman Empire. With this treaty, the United Kingdom had accepted the payment of 5% of imports to the Ottoman Empire within the borders of the Ottoman Empire and 12% customs duty on exports. It was also decided to exempt foreign traders from domestic customs taxes and to continue to pay domestic traders. This great advantage was very profitable for British traders, which made British traders stronger in Ottoman territory. With this treaty, domestic markets were invaded by foreign goods. Many tradesmen and craftsmen, who lacked enough knowledge and capital, lost their jobs. In addition, this situation caused the collapse of the handicraft sector, which was a major area of employment in the Ottoman Empire. In order to provide additional income to the country in the event of war, the Yed-i Vahid System, which is the most important system that protects the country from external dependency, was abolished with this agreement. Although the Ottoman State tried different ways with the support of the state for the establishment of the modern industry based on machinery production in the face of these developments, it has reached the point of not being able to meet the financing required for the budget from internal sources due to the fact that the domestic producer has reached the level of extinction in a short period of 20 years. The Ottoman Empire had a very heavy budget deficit due to the Crimean War against Russia in 1854 and had to close this budget deficit with the debt it received from England. The thesis consists of three parts. In the first part, the monetary system and adulteration policies of the Ottoman Empire, the employment of the Ottoman Empire in the second section, the Industrial Revolution in 1838 with the Free Trade Agreement were discussed and the method used in the study is the documentation screening method.
