Özet
Geçmiş ideolojiler dönemi boyunca insanlık; gelecek için en iyi, en doğru, en ideal yaşam önerisine rağmen ideolojilerin uygulamada yaşadıkları problemler, insan ve birey odaklı yaklaşımlardan uzaklaşılması ve ilerleyen dönemlerde refah rejimlerinin girdiği mali kriz nedenleriyle, beklenen maddi ve manevi huzur ve tatmin düzeyine ulaşamamıştır. Çözümün merkezinde yer alan refah rejimleri; girdikleri bunalım ve krizlere farklı çözüm yolları arayışına girmiştir. Bu çalışmadaki amaç; temel işleve sahip birey, aile ve toplumu merkeze alan, kapitalist çıkar ilişkilerinin toplumun genel çıkarlarına dönüşmesine sunduğu katkılarla çözümün merkezi olarak değerlendirdiğimiz alan olarak ''yerel yönetimlere'' dikkat çekmektir. Bu kapsamda Batman Belediyesi örneği incelenerek güçlü yerel yönetimlerin ve sosyal belediyecilik faaliyetlerinin toplumsal huzur, barış ve kalkınmışlığın en önemli araçlarından biri olduğunu vurgulamak, uygulamada yaşanan sorunları tespit ederek idareye bu sorunların giderilmesi konusunda destek olmak amaçlanmıştır

During the past ideologies, humanity has not reached the level of material and spiritual peace and satisfaction expected due to the problems that ideologies have experienced in practice despite the best, most accurate, and most ideal life proposition for the future, the distancing from human and individual oriented approaches, and the financial crisis that the welfare regimes have entered in the future. Welfare regimes at the center of the solution have been searching for different ways of solving crises and crises. The objective of this study; it is to draw attention to 'local governments' as the area where we consider the solution as the center of the solution with the contribution of capitalist interest relations to the transformation of society into the general interests of the individual, family and society with the basic function. In this context, it is aimed to emphasize that the strong local administrations and social municipality activities are one of the most important instruments of social peace, peace and development by examining the Batman municipality sample, and to identify the problems in practice and to support the administration in addressing these problems.
