Özet
Bu çalışmanın temel amacı, fen bilimleri öğretmen yeterliliklerini uzman görüşlerine dayalı olarak belirlemektir. Bu amaçla, bu çalışmada nitel araştırma teknikleri arasında yer alan Delphi tekniğine başvurulmuştur. Delphi tekniğinin ilk turunda Fen Bilgisi Öğretmenliği Anabilim Dalında görevli 13 akademisyen yer almıştır. İkinci turda iki kişi, üçüncü turda ise bir kişi gruptan ayrılmıştır. Delphi uygulamasının birinci turunda uzman grubuna gönderilecek olan açık uçlu sorular detaylı bir alanyazın taramasının ardından oluşturulmuştur. Ulusal ve uluslararası bilimsel yayınların incelenmesi sonucunda, fen öğretim programına ilişkin genel yeterlilikler ve programın boyutlarına (amaç, içerik, öğrenme-öğretme süreçleri, ölçme ve değerlendirme) ilişkin yeterlilikler, öğrencilerin öğrenme alanlarını (bilişsel, duyuşsal, devinişsel) geliştirmeye yönelik yeterlilikler, öğretim teknolojileri yeterlilikleri ve iletişim yeterlilikleri olmak üzere 10 kategori belirlenmiştir. Belirlenen her bir kategori bir açık uçlu soruya dönüştürülerek uzmanlara yöneltilmiştir. Elde edilen nitel veriler için betimsel analiz uygulanmıştır. Analiz sonucunda 10 kategori altında 172 maddeden oluşan 5'li Likert tipi bir anket hazırlanmıştır. Oluşturulan anket ikinci turda uzmanlara gönderilmiştir. Uzmanlar, her bir madde için katılma düzeylerini belirtmişlerdir. Bu aşamada elde edilen veriler nicel yöntemlerle analiz edilmiştir. Üçüncü turda, ikinci turdan elde edilen analiz sonuçları da eklenerek anket uzmanlara tekrar gönderilmiş ve onlardan bir önceki turdaki yanıtlarını tekrar değerlendirmeleri istenmiştir. Üçüncü tur sonunda 10 yeterlilik alanı altında 161 yeterlilik ifadesine ulaşılmıştır.

The main purpose of this study is to identify science teacher competencies based on expert opinions. For this purpose, Delphi technique, is one of the qualitative research techniques has been applied in this study. In the first round of Delphi technique, 13 lecturers who are experts in the field of science education took part. In the second round, two of the 13 lecturers and one of in the third round were seperated from the group. In the first round of the Delphi technique, open-ended questions to be sent to the expert group were created after a detailed literature review. As a result of the review of national and international scientific publications, 10 categories have been identified: general competencies related to the science curriculum, competencies related to the elements of the curriculum (aim, content, learning-teaching processes, assessment and evaluation), competencies to develop students learning domains (cognitive, affective, psychomotor), competencies in instructional technologies and communicational competencies. Each identified category was transformed into an open-ended question and send to experts. Descriptive analysis was applied for the qualitative data. As a result of the analysis, a 5-point Likert-type questionnaire consisting of 172 items in 10 categories was prepared. The questionnaire was sent to the experts in the second round. The experts indicated their participation levels for each item. The data obtained at second round were analyzed by quantitative methods. In the third round, the results of the analysis from the second round were added to the experts and the participants were asked to re-evaluate their responses in the previous round. At the end of the third round, 161 competencies statements were reached under 10 competencies areas.
