Özet
Tanzimat'la birlikte gelen yeniden yapılanma arayışlarının sonucunda, eğitim sisteminin yenilenmesine yönelik girişimlerde bulunulmuş ve modern anlamda eğitim kurumları açılmıştır. Bu okulların ders programlarına dil bilgisi ve yazışma konularının öğretilmesi amacıyla usûl-i kitâbet ve inşâ ile belâgat dersleri de alınmıştır. Bu derslerin okutulabilmesi için yeni kitaplara ihtiyaç duyulmuş ve bu sebeple birçok ders kitabı kaleme alınmıştır. Çalışmamıza konu olan eser de bu çalışmaların ürünüdür. XIX. yüzyılda kaleme alınan İnşâ Kitabı ve İlm-i Belâgat, Milli Kütüphane'de bulunan bir eserin içinde yer almaktadır. Eserde yazarın kimliğine dair bir bilgi bulunmamaktadır. İnşâ Kitabı resmî ve özel yazışmalarda kullanılması gereken unvan ve hitap sözleri, çeşitli yazışma tür ve şekilleri ve bunların yazım esaslarına dair kuramsal bilgileri içermektedir. Eserde verilen bilgilerin uygulanmasına yönelik olarak da çeşitli yazışma örnekleri bulunmaktadır. İlm-i Belâgat ise belâgati üç şubesiyle ele alan bir eserdir. Eserde belâgat terimleri, soru-cevap yöntemi kullanılarak açıklanıp örneklendirilmiştir. Her iki eser de dönemin eğitim kurumlarında okutulmak üzere hazırlanmış ders notlarından oluşmaktadır. Bu çalışmada İnşâ Kitabı ve İlm-i Belâgat'in transkripsiyon alfabesine aktarımı yapılmış ve içerikleri incelenmiştir. Çalışmanın sonucunda varlığı daha önce bilinmeyen İnşâ Kitabı ve İlm-i Belâgat'in edebiyat dünyasına tanıtılması amaçlanmaktadır.

As a result of the reconstructive activities during the Tanzimat Reform Era, steps were taken to bring innovations to the educational system and modern education institutions were opened. The syllabi of these schools began to include rhetoric as well as lessons such as literary composition style and writing composition with the aim of teaching grammar and correspondence. New books were required to be able to teach the said lessons and various schoolbooks were prepared with this purpose. The subject matter of our study is a result of these attempts, as well. İnşâ Kitabı (Composition Book) and İlm-i Belâgat (The Art of Rhetoric) were written in the 19th century and are now included in a book registered with the National Library. There is no reference to the identity of the author in the book. İnşâ Kitabı includes phrases of salutation to be used in private and official texts, styles and types of correspondence as well as theoretical information regarding their spelling principles. The book covers various samples of correspondence using the information given in it. On the other hand, İlm-i Belâgat studies rhetoric in its three branches. The book describes and exemplifies rhetorical terms using the method of questioning and answering. Both books include lecture notes prepared to be studied in the educational institutions of the said period. This work transcribes İnşâ Kitabı and İlm-i Belâgat to the transcription alphabet and examines their content. The aim is to introduce İnşâ Kitabı and İlm-i Belâgat, the presence of which were unknown before, to the world of literature.
