Özet
Araştırmanın amacı Afganistan inşaat sektöründe proje yönetimi ve verimlilik analizini incelemektir. İnşaat sektörü, genel olarak dünyada ve özellikle Afganistan'da gerçekleştirilen inşaat projelerinden dolayı günümüz ekonomisinde hayati öneme sahip bir sektör olarak kabul edilmektedir. İnşaat sektörü sadece ekonomik ve sosyal hayata değil, aynı zamanda yerel kültürün gelişimine de önemli katkı sağlamaktadır. Bu çalışmada proje yönetimi ve inşaat verimliliği konularında birçok farklı noktadan sorunlar ve engeller ve projelerin yönetimini motive etmek, geliştirmek ve inşaat verimliliğini arttırmak için çözümler önerilmiştir. Araştırmada, nicel analiz yöntemi Afganistan inşaat projelerinin ve proje yönetiminin durumunu tespit etmek için kullanmıştır. Anket sonuçları incelendiğinde Afganistan inşaat sektöründe en önemli beş sorunun sırasıyla güvenlik, yolsuzluk, proje yönetiminde yetersizlik, ödemelerin gecikmesi ve iş kalitesinin düşüklüğü olduğu tespit edilmiştir. Aynı durum inşaat proje yönetimi özelinde incelendiğinde anketlerden elde edilen sonuçlara göre proje yönetimi bağlamında ilk 3 sorunun yanlış planlama ve zamanlama, yetersiz koordinasyon ve yetersiz izleme ve kontrol olduğu görülmüştür. İnşaat endüstrisinde projenin başarılı bir şekilde tamamlanması kadar yüksek verimlilik elde edilmesi, çok önemlidir. Bu nedenle; araştırmada Afganistan'ın inşaat sektöründe var olan sorunlar ve sıkıntılar, proje yönetimi genelinde olduğu kadar verimlilik bağlamında da araştırılmıştır. İnşaat projelerinde işgücü verimliliğini analiz etmek bu araştırmanın bir diğer amacıdır. Afganistan İnşaat sektöründe incelenen örnek olay çalışmasında verimliliği analiz edilerek, işçilerin çalışma sürelerinin genel olarak %31'inin direkt (verimli) aktivitelerde, %37'sinin destek (yarı verimli) aktivitelerinde ve %32'sinin gecikme (verimli olmayan) aktivitelerde kullanıldığı tespit edilmiştir. Araştırma Sonucunda inşaat projelerinin yönetiminin daha iyi organize edilmesi amacıyla inşaat projelerinin yönetimi ve verimliliği sorunları için çözüm önerilerinde bulunulmuştur.

The objective of this research is to study project management and productivity analysis in the construction sector in Afghanistan. The construction sector is considered as a vital sector in today's economy, due to the development in construction which is taking place in the world in general and especially in Afghanistan. The construction sector has great importance not only to the economic and social life but also to the needs and inspiration of the local culture. This study stressed on many aspects on the subjects of project management and construction productivity in term of problems and impediments, and suggested solutions through this research, in order to motivate and develop management of the projects and to improve construction productivity as well. In the study, quantitative analysis method was used to determine the status of construction projects and construction project management in Afghanistan. After examining the survey results, it was determined that the five most important problems in Afghanistan construction sector were security, corruption, poor project management, delay in payments and low quality of work. While the same situation examined in terms of construction project management, the analysis showed that the most significant three problems in the context of project management are improper planning and scheduling, poor coordination and poor monitoring and control. It is critical in the construction industry to complete the project successfully and with higher productivity. Therefore, it was investigated in this research to find the problems and challenges that currently exist in Afghanistan's construction sector due to project management and productivity. Analyzing labor productivity in construction projects was another objective of this research. A case study project in Afghanistan construction sector showed that generally about 31% of labor' working time is utilized in productive (direct) work, 37% in semi-productive (support) work and 32% in nonproductive (delay) work activities. Finally, solutions were proposed for both construction project management and productivity problems in order to manage and organize management of the construction projects in a better way.
