Özet
Son yıllarda enformatik teknolojilerinde görülen hızlı ilerlemeler, ülkelerin vatandaşlarına sunmuş olduğu hizmetlerin verimliliğini arttırmak amacıyla bilgisayar desteklie-Devlet uygulamalarının hayata geçirilmesine ortam hazırlamıştır. Hantal işleyen bir bürokratik yapıyı bünyesinde barındıran ve yüksek maliyetli, verimsiz sonuçların elde edilmesini de beraberinde getiren,“geleneksel devlet anlayışı”olarak nitelendirilen anlayış, zaman içerisinde yerini hizmet sunumunda daha verimli sonuçların elde edildiği ve yurttaşlara sağlamış olduğu maliyet ve zaman avantajları ile ön plana çıkan“elektronik devlet anlayışına”bırakmıştır. Çalışmada bu çerçevede,e-Devlet anlayışına geçiş öncelikle teorik anlamda incelenmiş olup, Türkiye'de bu kapsamda gerçekleştirilmiş olan yatırımlar hakkında bilgiler sunulmuştur. Daha verimli ve etkin sonuçlar kazanılmasına imkânsağlayan e-Devlet anlayışına geçişin akabinde ülkemizde yasal ve teknik altyapısı kurularak hayata geçirilen, Elektronik Tebligat ve Kayıtlı Elektronik Postasistemlerine ilişkin çalışmalar ve ilgili yasal mevzuatlar incelenmiştir. Bu doğrultuda bahsi geçen sistemlerin sağlam bir yasal zemin üzerine inşa edilmesi amacıyla bazı tespitlere yer verilmiş ve bu tespitler doğrultusunda çözüm önerileri geliştirilmiştir. Sonuç olarak, söz konusu sistemlerin ülkemize sağlamış olduğu katkılar ile gelecekte de sağlaması öngörülen katkıları analiz edilmiştir.

The rapid advances in information technology in recent years have brought into action for computer aided e-Government applications in order to improve the efficiency of services offered to citizens of countries. The concept of“traditional state understanding”, which incorporates a bureaucratic structure and leads to costly and inefficient results, gives place to“electronic state understanding”over time, which has the result of more efficient outcomes in service provision and the benefits of cost. Working within this framework, the transition to e-Government concept is examined primarily in the theoretical sense; information about the investments carried out in this context was presented in Turkey. Following the transition to the e-government approach that enables more efficient and effective results, the studies related to Electronic Notification and Registered Electronic Mail Systems and the related legal regulations have been investigated, in which legal and technical infrastructures have been established in our country. In this respect, some determinations were made in order to build on the sound legal grounds of the betting systems and theoretical implications were developed in the direction of these determinations. As a result, the contributions of the systems in terms of my country and the prospective contributions in the future have been analyzed in the study.
