SUMMARY Since public enterprises can not follow the innovations that might increase the efficiency, use political employment policy that increase the cost of labor, can not make decisions as quick and rational as the private sector, their decisions are affected by political interventions, they do not have bankruptcy risk and etc; it is a generally accepted view that, they are not sensible to market demends of price and quality, and as a result of that they are not working efficiently. The general efficiency level of the economy is affected negatively by the public enterprises' low degree of efficiency. It is alleged that by the privatization these characteristics of the public enterprises will be removed, efficiency will be increased and the few sources of the country will be used well organized. These targets are being taken up seriously in the privatization applications in Turkey from 1985. The studies that compare the financial and operating performance of the companies before and after privatization, are not at a satisfactory level in number yet. This study compares the pre and post privatisation financial and operating performance of the companies in Turkey that have been privatized among the years 1989 and 1992. So whether or not the assumption that the efficiency and the financial performance of the privatized firms will change positively is right, can be estimated. In this study, first of all the definitions of public enterprises are given, then the reasons organizing public enterprises, their development, their place in the economy and their common problems, the aims of privatization and the methods of privatization, the legal changes and applications of privatization in Türkiye are explained. After that, the studies that compare the pre and post privatization performance of the firms in the world and in Turkey are summarised. Finally, a new model is set up and the performance changes of the privatized firms are examined.
