Özet
Azerbaycan topraklarında petrol ve doğal gaz rezervlerinin bulunması bu ülkeye yapılan yatırımları zaman geçtikçe artırmıştır. Azerbaycan'da özellikle enerji sektörüne yapılan yatırımlar 14 Eylül 1994 yılında imzalanan Asrın Anlaşması ile başlamış olup günümüzde de devam etmektedir. 1999 yılında Azerbaycan Cumhuriyeti Devlet Petrol Fonu (ACDPF) kurulmuştur. Bu fonun kurulmasındaki başlıca amaç petrol gelirlerinin bir merkezde toplanması ve ekonomideki sektörler arasında adil bir şekilde kalkınma amacıyla paylaşımının sağlanmasıdır. Ancak yatırımların daha çok petrol ve doğal gaz sanayilerine yapılması bu alanların daha fazla ilgi görmesine neden olmuştur. Bu nedenle bu süreçte özellikle, petrol ve doğal gaz sanayi dışında kalan sanayi sektörlerinin üretim ve istihdam açısından olumsuz yönde etkilendiği düşünülmektedir. Doğal kaynak zenginliği nedeniyle ortaya çıkan döviz bolluğunun, sanayi sektörü (petrol ve doğal gaz dışındaki) üretimini ve istihdamını olumsuz yönde etkilemesi Hollanda Hastalığı'nın belirtileri arasında değerlendirilmektedir. Bu nedenle bu çalışmada, Azerbaycan ekonomisinde Hollanda Hastalığı'nın belirtileri araştırılmaktadır. Araştırma kapsamının ekonometrik analiz kısmında yöntem olarak ARDL sınır testinden yaralanılmıştır. Ekonometrik analizde kullanılan veri seti 1995-2017 yıllarını kapsamaktadır. Ekonometrik analiz sonucunda hem kısa hem de uzun dönemde Hollanda Hastalığı'nın varlığına yönelik güçlü belirtilere ulaşılmıştır.

The presence of oil and natural gas reserves in the territory of the Republic of Azerbaijan increased the investments made to this country as time passed. Investments especially in the energy sector, in Azerbaijan, started with the Convention of the Century signed in 14 September 1994 and still in force today. In 1999 the State Oil Fund of the Republic of Azerbaijan was established. The main purpose of the establishment of this fund was to collect oil revenues at a particular center and to share fairly between sectors in the economy for development. However, the inequality in the distribution of the income generated inequality across the main sectors and agriculture and services sectors has been affected negatively. The fact that investments are mostly made in the industrial sector and even in the production of oil and natural gas caused these areas to attract more attention. Therefore, it is thought that the industrial sectors which are not the oil and natural gas industry are affected negatively in terms of production and employment. If the abundance of foreign currency due to the wealth of natural resources affects the production and employment of the industrial sector (except oil and natural gas) negatively, it is known as the Dutch Disease. Therefore, the present study investigates whether there is a Dutch Disease in Azerbaijan term. Therefore, the present study investigates whether there is a Dutch Disease in Azerbaijan. ARDL boundary test was used as the method in the econometric analysis part of the research scope. The data set used in econometric analysis covers the years 1995-2017. As a result of the econometric analysis, strong signs have been explored for the existence of Dutch Disease in both short and long term.
