Özet
ÖZET Bu araştırma, Türkiye'de 8 yıllık ilköğretim uygula masında ortaya çıkan problemlere ilişkin öğretmenler, okul yöneticileri ve velilerin görüşlerini almak ve ortaya çıkacak sonuçlara göre eğitim alanında bazı önerilerde bulunmak amacıyla yapılmıştır. Araştırma yöntemi olarak betimsel yöntem kullanılmıştır. Araştırmanın evreni Ankara'daki okullardır. Bu araştırmada random örneklem tekniği kullanılmıştır. Bu amaçla farklı yerlerden (Gölbaşı, Mamak, Yenimahalle, Çankaya ve Keçiören) örneklem grubu olarak 1 1 ilköğretim okulu, ile bu okullarda görevli 25 okul yöneticisi, 100 öğretmen ve 50 veli alınmıştır. Araştırmanın verilerini toplayabilmek için 30 maddelik bir anket formu geliştirilmiş ve araştırmacı tarafından uygulanmıştır. Ankette 5 temel bölüm yer almıştır. Bunlar; Öğretmen niteliğinden, M.E.B.'nin yapısından, Coğrafi ve Kültürel yapıdan, programdan ve araç-gereçlerden kaynaklanan problemlerdir. Anket Mart-Misan 1995 tarihlerinde uygulanmıştır. Verilerin analizinde, frekans (f) ve yüzde (%) teknikleri kullanılmıştır. Araştırmanın sonuçları şunları göstermiştir; bu araştırmaya katılan öğretmen, okul yöneticileri ve velilerin bir çoğu eğitimden kaynaklanan bir çok önemli sorunun olduğunu kabul etmişlerdir. Araştırma sonuçlarında dikkat çekici diğer bir noktada, programların çocukların ihtiyaçlarına cevap verebilir şekilde geliştirilmesi gerektiğidir. Bunlara ilaveten öğretmenler M.E.B. tarafından organize edilen kurslara katılmalıdırlar. Bu şekilde, öğretmenler bilgi ve performansları ile sınıf içi öğretim tekniklerini artırmış olacaklardır.

ABSTRACT The research aims to investigate the problems of elementary educations (8 years) in Türkiye to that have been observed by teachers, head teachers of schools and parents and some other issues and to make some recommendations or offers for educational issues according to results of the research. Survey test is used in the method of this research. The population of the research is schools in Ankara. The sample of this study was identified by using random sampling technique. Therefore, 11 primary educations schools, 25 head teachers, 100 teachers and 50 parents joined in this study as sample from different schools and places (Gölbaşı, Mamak, Yenimahalle, Çankaya and Keçiören), to be able to have data for the research, 30-item questionnaire was developed and administered by the researcher. The questionnaire was related to five main points in educational area like quality of teachers and head teachers, and the problems coming from the Ministry of Education geography cultural issues, the curriculum and educational supplies (matterials, tools) provided by the Ministry of Health. The questionnaire was administered Last march and April in 1995. The data were calculated by using frequency and percentage techiques. The results of the research showed that many considerable and significant social and educational problems were accepted by many teachers, head teachers and parents who joined in this research. The conclusions also draw attention to the nature of the curriculums in the schools and ways in which this should be developed in line with children's needs, tn addition to that, teachers should attend some courses organised by the Ministry of Education proffesionals so that they improve their knowledge, performance and teaching techniques in the classroom. 1 1
