ÖZET“1291 (M. 1874) Senesi Devlet Salnamesine Göre Osmanlı Devlet Teşkilatı”konulu tezimiz giriş ve sonuç bölümleri hariç sekiz ana bölümden meydana gelmektedir. L Bölümde; Saray ve Merkez teşkilatı, Mabeyn-i Hümâyûn, Şura-yı Devlet, Meclis-i Vükela ve Nezaretler (Bakanlıklar) hakkında bilgi verilmektedir. II.Bölümde; İlmiye Teşkilat ve bu teşkilata mensup olanların isim, unvan ve rütbeleri zikredilmektedir. III.Bölümde; Askeriye Teşkilatı, Ordular, Bahriye Nezareti, Zaptiye Nezareti, Tophane-i Amire hakkında bilgiler mevcuttur. IV.Bölümde; Osmanlı Devleti'ndeki mektepler ve bu mekteplerdeki eğitim-öğretim hakkında bilgi verilmektedir. V.Bölümde; Vilayetler ve bu vilayetlere bağlı sancaklar ile buralardaki devlet kadrolarının isim ve unvanları anlatılmaktadır. Ayrıca vilayetlerde bulunan ticaret mahkemeleri de bu bölümde yer almaktadır. VI.Bölümde; Osmanlı Devleti'nin dış ilişkileri anlatılmaktadır. Osmanlı Devleti'nin yurt dışında bulunan elçilik ve konsoloslukları ile Osmanlı Devleti'nde bulunan yabancı elçilik ve konsolosluklar hakkında bilgi verilmektedir. VII.Bölümde; Osmanlı Devleti'nde yaşayan Azınlıklar ile Azınlıkların dinleri, dini teş kilatları ve dini reisleri hakkında bilgi mevcuttur.,Son bölümde ise İstanbul'da bulunan kütüphaneler, Posta hatları, Devletin vapurları ve işledikleri yerler anlatılır.

SUMMARY This Thesis of which subject is the organization of the ottoman empire according to thi 1291 (A.D. 1874) State Directory cansists of eight main chophters with the exception of the Introductisn and the Conclusion parts In the first chapter of the Thesis, the structure of the Palace and the Central Administration, the Imperial Palace (Mabeyn-i Hümayun), the Council of state (Şura-yı Devlet), the Council of Ministres (Meclis-i Vükela) and Ministries (Nezaretler) are explained. In the second chapter, the organization of the Muslim religious teachers (doctors of muslim the ology), and the names, titles and ranks of those who belanged to this organization are mentioned. In the third chapter, the organization of military Service, the Armies, the Ministriy for the Novy (Bahriye Nezareti), the Ministriy of Gendermerie (Zaptiye Nezareti) and the Commander of Ordnance Factory (Tophane-i Amire) are explained. In the fourth chapler, the school system of the ottoman Empire and training and education in thees schools ara explaned. In the fifth chaphter, Provinces (Eyaletler) and Sandzaks (Sancaklar), and names and titles of the State staff in the administrative phlaces are explained. Mareover,commercial courts in these provinces take place in this chapter. In the sixth chapter, the external relations of the Ottaman Empire are explaned. The Embassies and Consulates of the Ottoman Empire abroad, as well as embassies and consulates of foreign countries to the Ottoman Empire are explained. In the seventh chapter, the Minorities living in the territonies of the Ottoman Empire, and their religions, religious organizations and religious authorities (Hedas) are presented. In the last chapter, libraries in Istanbul, Postal linkages. State steamships, and their routes are explained.
